HomeMy WebLinkAbout061388PORT TOWNSEND CITY LIBRARY BOARD OF TRUSTEES SPECIAL MEETING June 13, 1988 Call to order 7 :25 pm. Signed vouchers. Attending were all Board members and all Staff members. State grant was discussed: $250 th. contingent on added $100 Th. State deadline for compliance to be determined. Lars: fund soliciting for 90 days; service clubs etc. Staff pay: City budget the basic aspect. Lars: important desire to have salaries close to 70go of Library budget. Funding by City is not bad compared to other libraries. Bev -- above average on per capita basis. Next year not normal, with building, rental of temporary space. CaROL Baird: suggested city —wide job descriptions, to aid in pay equality. City union negotiations affect comparisons. Sue: reminded of constraints, the limits on total Library funds, the already high ratio of salary Banding. Gwen pointed out that part —time jobs have full health benefit coverage; full —time is more efficient. Bev: beyond present setup, raising salaries would mean lowering hours per week. Job =sharing was discussed. Seattle libraries have some. Effect on benefits not known. Discussion whether a new building with layout as efficient as possible will allow fewer staff, and longer hours. But public load may be larger, usuallk is for first year especially. Final design should be gone over carefilllk from efficiency view. Staff salaries next year, how to determine. Adoption of step scale would be positive step. Quest6on of how to adjust to realities of total budget, and to possible City cutback or failure to add yearly increments. Sue summarized progress on staff salaries and positionFfi. last several years. Next year unique, complicated. Suggested adding Staff member to Budget Committee, and others; Staff will designate at next Staff meeting. Personnel Committee should discuss and reconcile Staff and Board step proposals; Bev: Budget Committee should preferably have draft of next year's budget by July meeting. Sue: Personnel Committee should report at regur meeting, June 27. Job descriptions for Library Assistants I and II were discussed and motion to approve was adopted. Next meeting June 27 at 6 :30 pm., before larget meeting of Building Committee, E. P. Kaiser Secretary
