AN ORDINANCE CORRECTING AND AMENDING THE 2007 $UDGET BY
APPROPRIATING THE SUM OF $72,000 TO THE GENERAL FUND;
$35,280 TO THE FIRE AND EMERGENCY MEDICAL SERVICES FUND;
$175,000 TO THE STORMWATER FUND; $335,000 TO THE
WATER/SEWER FUND; $395,000 TO THE SYSTEM DEVELOPMENT
CHARGES FUND; $15,000 TO THE MEMORIAL FUND; $12,000 TO THE
LIBRARY FUND AND MAHING FINDINGS
TFIE CITY COUNCIL OF THE CITY OF PORT TOWNSEND, UPON REVIEW OF THE
2007 BUDGET, MAKES THE FOLLOWING FINDINGS:
WHEREAS, the General Fund incurred additional costs related to: 1) increased
county jail services of $47,000; 2} increased Police overtime of $7,000; and 3) transfer of
$18,000 to the Fire/Emergency Medical Services Fund to cover close-out expenses relating
to the transfer of the Fire Department. This results in a total of $72,000 to be drawn from the
General Fund reserve; and
WHEREAS, the Fire and Emergency Medical Services Fund had carryover costs
associated with the transfer of department employees to East Jefferson Fire Rescue for 2006
year end payroll costs paid by the City in 2007 resulting in additional expenditures in 2007
totaling $35,280 which must be appropriated to cover the EMS Fund liability; and
WHEREAS, the Water/Sewer Fund incun•ed additional internal taxes as a result of
an increase of the city utility tax of $335,000 as required by Ordinance 2933 (adopted
December 4, 2006); and
WHEREAS, the Stormwater Utility Fund must be amended to reflect payment of the
additional utility tax amounting to $57,000 as required by Ordinance 2933 (adopted
December 4, 2006) and to correct a clerical error in posting a $118,000 Stormwater capital
project to the water/sewer capital project construction fund. The combination of these two
appropriations is an increased appropriation of $175,000 to the Stormwater Utility Fund; and
WHEREAS, the System Development Charges Fund retains capital construction
funds for water/sewer capital construction projects, and the City Council authorized an
additional $395,000 in water/sewer capital construction costs for 2007, these funds are being
transferred to cover those authorized expenditures; and
WHEREAS, the Library Fund received a state library grant and incurred grant
expenditures totaling $12,000 causing greater than anticipated appropriations need; and
WHEREAS, the Memorial Fund incurred increased costs resulting from the
matching donations for the Steve Corra memorial project totaling $15,000 causing greater
than anticipated appropriations need,
NOW, THEREFORE, the City Council of the City of Port Townsend does ordain as
follows:

SECTION 1. The sum of SEVENTY TWO THOUSAND DOLLARS ($72,000) is
hereby appropriated as a supplement to the 2007 General Fund budget from unreserved fund
balance.
SECTION 2. The sum of THIRTY FIVE THOUSAND TWO HUNDRED EIGHTY
DOLLARS ($35,280) is hereby appropriated as a supplement to the 2007 Fire and Medical
Emergency Services Fund budget.
SECTION 3. The sum of THREE HUNDRED THIRTY FIVE THOUSAND
DOLLARS ($335,000) is hereby appropriated as a supplement to the 2007 Water/Sewer
Fund from umeserved fund balance.
SECTION 4. The sum of THREE HUNDRED NINTY FIVE THOUSAND
DOLLARS ($395,000) is hereby appropriated as a supplement to the 2007 System
Development Charges Fund budget from increased revenues of $45,000 and $350,000 from
unreserved fund balance.
SECTION 5. The sum of ONE HUNDRED SEVENTY FIVE THOUSAND
DOLLARS ($175,000) is hereby appropriated as a supplement to the 2007 Stormwater Fund
budget from current revenues of $72,000, and $103,000 from unreserved fund balance.
SECTION 6. The sum of TWELVE THOUSAND DOLLARS ($12,000) is hereby
appropriated as a supplement to the 2007 Library Fund budget from increased grant
revenues.
SECTION 7. The sum of FIFTEEN THOUSAND DOLLARS ($15,000) is hereby
appropriated as a supplement to the 2007 Memorial Fund budget from increased revenues.
SECTION 8. Pursuant to state law concerning adoption of budget amendments, the
Council declares the appropriations set forth in this Ordinance constitute an emergency
because they "could not have reasonably been foreseen at the time of filing the preliminary
budget" for funds drawn from reserves (Sections 1,2, 5 and portions of 3 and 6) (RCW
35A.33.090). No "emergency" exists for appropriation of unanticipated revenues.
SECTION 9. This ordmance shall take effect upon its passage, approval, and
publication in the form and manner provided by law.
ADOPTED by the City Council of the City of Port Townsend, Washington, at a
regular meeting thereof, held this fifth day of November, 2007
