HomeMy WebLinkAbout13-032 Requesting Library Advisory Board to Undertake Certain Tasks Resolution 13-032 Library Advisory Board Tasks Page 1 of 2 RESOLUTION NO. 13-032 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND, WASHINGTON REQUESTING THE LIBRARY ADVISORY BOARD TO UNDERTAKE CERTAIN TASKS RECITALS: A. The City Council requests the Library Advisory Board ("Board") to provide its recommendations to the City Council and City Manager on the tasks outlined in this Resolution. The tasks generally are providing recommendations on (1)the appropriate job-related profile for a new Library Director, and (2) guidelines to inform City decision- making with respect to the Library's move back into the Port Townsend Public Library ("Library") located at 1220 Lawrence Street. B. These recommendations will assist the City Council and City Manager in making decisions with respect to these two near-term issues facing the City and the Library. C. In July 2013, the Library Director gave notice she was leaving City employment effective September 2013. The position has recently been filled on an interim basis. D. Since April 2012, Library operations for the public have been temporarily located at the Mountain View Commons facility while the Library building underwent seismic retrofitting and other improvements, and pending the outcome of action on a Library expansion project. E. In August 2013, voters rejected a bond measure to fund a Library expansion project. With the voter rejection of the bond measure to fund an expansion, it is necessary to relocate Library operations back to the Library building. F. In Resolution 08-026 establishing the Library Advisory Board, Council outlined a broad range of activities upon which the Board may provide advisory opinions. At this time, Council requests the Board not undertake initiatives or tasks other than those assigned in this Resolution. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port Townsend as follows: 1. Library Director. This task includes offering input on the qualifications and skills needed by the Director given the issues and processes that will need to be addressed by the Library in the future; recommending revisions to the Library Director Job Description; and recommending considerations to be addressed in the hiring process. Resolution 13-032 Library Advisory Board Tasks Page 2 of 2 Ultimately, the decision on hiring a Library Director, and the selection process that will be undertaken, lies with the City Manager who is responsible for hiring City employees. By recent Council action (Resolution 13-028, approved October 21, 2013), Council authorized the City Manager to contract with Prothman for succession planning services, provided that Prothman would not incur any expenses and would not perform any recruitment services without separate City Council approval. Depending on the job profile, the City Manager may determine the Library Director position can be filled from within the organization or that it requires a recruitment process. 2. Move back. Working with the City Manager and acting Library Director, develop and make a recommendation(s) on conceptual guidelines for moving Library operations back into the Library building. Attached is a list of guidelines that should be considered (Exhibit A). These conceptual guidelines will assist in developing designs and policies, renovation tasks, priorities and potential construction costs related to floor plans and technical/mechanical details for moving back into the Library building. The Board will provide input and advice during this part of design development. Because the move back involves consideration of costs and available funding, the ultimate decision on what the move back entails lies with the City Council. The Board's action involves prioritization of its recommendations to assist the City Manager and City Council in making informed decisions. 3. Timeframe. It is requested these tasks be completed by the end of January 2014.
