CITY COUNCIL
MINUTES OF THE SPECIAL BUSINESS MEETING OF SEPTEMBER 10, 2007
CALL TO ORDER AND PLEDGE OF ALLEGIANCE
The City Council of the City of Port Townsend met in special session the tenth
day of September 2007, at 6:30 p.m. in the Port Townsend City Council
Chambers of City Hall, Mayor Mark Welch presiding.
ROLL CALL
Council members present at roll call were, Laurie Medlicott, George Randels,
Catharine Robinson, and Mark Welch. Frank Benskin, Geoff Masci, and Michelle
Sandoval were excused.
Staff members present were City Manager David Timmons, City Attorney John
Watts, Public Works Director Ken Clow, and City Clerk Pam Kolacy.
SHELLFISH PROTECTION (CLEAN WATER) DISTRICT -DRAFT LETTER TO
BOCC
City Manager Timmons noted that the City Council and County Commissioners
have met and discussed the issue of formation of a Shellfish Protection District in
response to a Department of Health order concerning shellfish habitat
degradation at Discovery Bay. Recently, the BOCC gave notice of a hearing on
an ordinance that would create a District that includes the City and proposed fees
of $18 per tax parcel. At Council's request, a draft letter is presented for
consideration, which incorporates comments, by some Councilors at the prior
meetings indicating that the City should not be included in a District.
Public comment
None
Mr. Welch noted that he talked with Commissioner Sullivan at some length about
the Council's feeling there is no parity in this solution; he suggested to Mr.
Sullivan that the City be exempted from the District while discussions continue.
Ms. Robinson stated that she supports the letter and agrees the City has done a
lot within its boundaries to contribute to clean water through sewer and
stormwater utilities.
Mr. Randels stated that he talked with Mr. Sullivan as well; he believes the timing
is awful and if the County had approached the City early for a dialogue, it is

possible something could have been worked out. He added that clean water in
the County is good for the City, but what the City has done with respect to clean
water is good for the County.
Mrs. Medlicott stated she disagrees, and believes that the Federal funding of
agencies is regional and that the City must change its focus and mindset. She
believes the letter is a "closeout" and would like a more cooperative, neutral,
stance.
Motion.' Mr. Welch moved that the letter as presented be sent to the Board of
County Commissioners. Ms. Robinson seconded. The motion carried, 3-1, by
voice vote, Medlicott opposed.

There being no further business, the special meeting was adjourned at 6:49 p.m.
