A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON, AUTHORIZING THE CITY MANAGER TO SIGN A GRANT
AGREEMENT WITH THE WASHINGTON STATE DEPARTMENT OF
TRANSPORTATION FOR THE PEDESTRIAN AND BICYCLE SAFETY PROGRAM,
AND TO SIGN ALL NECESSARY DOCUMENTS AND CONTRACTS FOR THE
DESIGN AND CONSTRUCTION OF THE SIMS WAY/IIENDRICKS STREET
PEDESTRIAN CROSSING ENHANCEMENTS PROJECT, A BICYCLE SAFETY
EDUCATION PROGRAM AND ENFORCEMENT EQUIPMENT
WHEREAS, the City of Port Townsend has received a grant from the Washington State
Department of Transportation for a Pedestrian and Bicycle Safety Program; and
WHEREAS, the City Manager must sign a grant agreement with the Washington State
Department of Transportation in order to obligate these funds for the design and construction of
the Sims Way/Hendricks Street pedestrian crossing enhancements, a bicycle safety education
program and enforcement equipment; and
WHEREAS, this project has been identified through the adopted 6 year Transportation
Improvement Plan, 2008-2013; and
WHEREAS, the project was identified as a priority project for pedestrian crossing
improvements by the adopted City of Port Townsend Non-Motorized Transportation Plan
providing pedestrian crossing enhancements to this commercial area; and
WHEREAS, the project will fund the purchase of educational equipment and supplies to
implement a bicycle safety education program in combination with the Port Townsend School
District; and
WHEREAS, the project will provide speed enforcement equipment; and
WHEREAS, the City Council must authorize the City Manager to sign all necessazy
documents and contracts for design and construction of capital projects; and
WHEREAS, it is the desire of the City Council to move forward with this project from
design to construction in the most expedient manner;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend, that the City Manager is hereby authorized to sign a grant agreement with the
Washington State Department of Transportation and to sign all necessary documents and
contracts for the Pedestrian and Bicycle Safety Grant Program, within available funding.

thereof, held this 4th day of September, 2007.
