RESOLUTION NO. 13-029
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON AUTHORIZING THE CITY MANAGER TO EXECUTE AN
AMENDMENT WITH THE TEAMSTERS LOCAL NO. 589 (REPRESENTING
GENERAL GOVERNMENT EMPLOYEES) TO MODIFY THE EXISTING
AGREEMENT CONCERNING PART-TIME EMPLOYEES
WHEREAS, the City Manager has preliminarily negotiated terms that modify the
existing Agreement with the Teamsters Local No. 589 (representing General Government
Employees) to address issues raised in connection with Public Relations Employment
Commission (PERC) rulings relating to union eligibility of part-time employees; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend as follows:
The City Manager is authorized to execute an agreement or agreements with the
Teamsters Local No. 589 (representing General Government Employees) to modify the existing
agreement to provide:
• Recognition that part-time employees (including pool employees) are eligible for union
membership and union benefits (consistent with Public Relations Employment
Commission rulings);
• Employees would pay a pro rata share of benefits based on percentage of hours budgeted;
• Part-time employees would be removed from any requirement to pay Union Trust
contributions until they have completed 24 months of employment (this avoids any City
contribution to the Trust for short-term part-time employees who would not gain any
benefit from Trust contribution).
ADOPTED by the City Council of the City of Port Townsend at a regular meeting
thereof, held this 21 st day of October 2013.
