HomeMy WebLinkAbout080113 OF PORT TOE � ys ti City of Port TownsendwA Meeting Minutes Non-Motorized Transportation Advisory Board Thursday, August 1, 2013, 4:30 pm - 6:00 pm City Hall, Conference Rm 41 L Meeting called to order at 4:30 pm by board chair, Scott Walker, Members in attendance: Lys Burden, Sally Chapin, Tim Eaton, Pat Teal, Jolly Wahlstrom and Dick Williams Staff present: Dave Peterson, Visitors: Sally Bigger, Jennifer Knight, Richard Dandridge and Brenda McMillan IL Approval of Agenda —Agenda approved by voice vote III. Approval of Minutes —Minutes of the June 27�h (July) meeting were distributed and approved by voice vote. IV. Business 1. Public Works Staff items: - Materials for next trail day in September: We will need at least 5 (maybe 10) yards of 1" gravel delivered to two sites Willamette and 39h/Sapphire - Jolly still needs details from Mary Sepler to proceed with Grant Street Trail Planning; she is presently on vacation a. Spruce Street r/w Acquisition—no progress yet. b. Trail Project—Board members decided to focus on low areas on 39�h in Cappys Trails c. Hastings Hill Climb —Share-the-Road Signs needed; Bly sent an image of a good sign d. Grant Street SRTS Grant Funds for Map Printing— not discussed e. Parking on SJ—not discussed £ Sheridan/Hospital Design Progress —Dave Peterson brought photos and the latest corridor design plan. The design still includes bus pullouts and separation for bikes on both sides. The bike lanes will be buffered and can be used as refuge areas. Staff was in Portland and were impressed by the edge treatments on Multonoma. Minimum widths planned: 5-foot for bike lane plus 2-foot door-swing space. The project goes from 7 1 to 9th Streets on Sheridan and will go to bid after the SEPA review is received. Revisions in the striping plan can still be made. Suggestion from the board: covered bike racks are needed; Parking for employees should have a fee to encourage more use of transit and recognize the subsidy that is being given to that mode;perhaps bus passes could be purchased by the hospital for employees to help subsidize other modes 2. Planned Bike Tour with David Timmons —Scott plans to take Dave Timmons on a bicycle tour around town to look at infrastructure needs. Some problems noted and proposals discussed: - more ideas are needed on the San Juan at "F" Street approach, as bike lanes end and there are curb obstructions - Certerline removal on Umatilla would encourage cars to move over for cyclists and pedestrians - Spruce St connector is a huge missing link - 12th at Landes near the Quimper Credit Union, turn lanes not needed and preclude space for bike/ped - Green pains on Kearney at Sims would better define bicycle space - signage needed when trails are continuous 3. Trail Work Project—Next trail day will be on Saturday, September 21st at Cappy's Trails. Willamette and 39th is the meeting site (near the Bell Street Neighborhood). Tools needed: shovels and wheelbarrows, clippers (trimming needed 39th to 42nd) Scott and Jolly will coordinate with Tyler. 4. DT Bike Racks —Downtown merchants need to encourage workers to use alternative modes to free up parking space for visitors. More covered bike racks are needed. The temporary test rack in the parking space in front of the Broken Spoke looked a little to temporary, but no complaints (motorists or merchants) have been received. The Water Street shops near that rack may have to move, as the Hastings Building is going to be renovated. 5. Map Project: Funding and Process —No progress as Lys has yet to follow up with David McCulloch. 6. Trail Highlight Article—Brenda is working on an article about the trail on Hendricks from 30th. 7. NMTAB Website—no action yet 8. QWC Trail Repairs/Signage—Signage installed on the trail last spring has been ripped off, tearing the bark of trees. Screws were still in trees. Jolly will mount the signs higher, i.e. out of reach. A fine of up to $5,000 already exists, but might need an enforcement mechanism. 11. Member Term Expiration—Richard Dandridge's application still has not yet been approved. 14. Chestnut: P to Q—board encouraged to visit trail V. General Discussion: - The Farm Tour in September will include an organized bike tour, the Edible Pedal, with camping provided in Chimacum and a pig roast at the Chimacum Corner Sore. The Edible Seattle magazine is promoting the tour. - Richard and Lys are working on a proposal to Team Jefferson to forward LAB's "Bicycle-Friendly Business"program in PT. The board recommended that the City support this initiative. Richard Dandridge will draft a letter to council from the board for support. - PT Pedalpalooza was postponed until 2014, as abetter organizing committee needs to be recruited. - Dick spoke with the board of Town Point about a bike route from Hamilton Heights to Grant Street School. The board was interested but wants to look into legal aspects of public access. Chairman Jim Watson-Groves will follow up. - Sunday Rides are sponsored again; meet at the Co-op at 9am, every Sunday for leisurely Rides around PT. VI. Next Meeting: 4:30 pm, September 12, 2013 VII. Designating and marking an official Portage Trail 3. Hwy 20 underpass and appropriately marking bicycle passage through the Upper Sims Way roundabouts XI. Action Steps Needed a. Still need to send electronic final draft Grant Street School Walking Audit Report document to board members and school administrators b. Scott to meet with Dave Timmons c. Tyler and Jolly need to follow up on trail project details d. Sally to edit Trail Highlights articles e. Lys to meet with David McCulloch about the map project again f. Draft letter to WashDOT still needed to be written about inappropriate roundabout signage for bicycling,potential underpass development at Bishop Park and Kearney Street intersection planning
