DIN~C~ NO. 2191 AN ORDINANCE APPROPRIATING TH~ SON OF $609 · 500 TO THE LIBRARY R~NOVATION AND ADDITION FUND, $12~000 ~O ~ PARK FUND, $481~540 TO THE HOTEL//4DTEL TRANSIENT TAX FUND, AND $47,500 TO THE CAPITAL IMPROVEMENT FUND, MAKING FINDINGS AND DECLARING AN EMERGENCY THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND, UPON REVIEW OF THE 1990 BUDGET FOR THE CITY, MAKES THE FOLLOWING FINDINGS OF FACT: A) Delays in cash flow from grants and general obligation bonds to support the renovation and addition to the Port Townsend Public Library required interfund loans in order to pay the contractor which were approved by ordinances 2185 and 2190. B) On May 1, 1990, the City Council directed that $7,000 be appropriated for landscaping of the Jackson Bequest as proposed by the Arts Commission. C) Additional part time summer help is needed in the Parks Department. On April 3, 1990, the City Council authorized supplemental pay for under certain circumstances for employees. D) On May 25, 1990, the City Council passed Resolution 90-47A authorizing interim financing of the construction of the Fort Worden Balloon Hanger Pavilion in order to pay the contractor which was authorized as an interfund loan by ordinance no. 2190 until such time as the final loan from Farm Home Administration is issued. E) On May 1, 1990, the City Council authorized the purchase of two lots near Bishop Park to be financed from donations and taxes in the Capital Improvement Fund. F) On May 15, 1990, the City Council authorized the purchase of the triangle lot at the corner of Kearney and Washington Streets. G) The foregoing emergencies were not reasonably foreseeable at the time of filing of the city's preliminary budget and requires expenditure of money not provided for in the annual budget for 1990. THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND, IN REGULAR SESSION ASSEMBLED, DOES ORDAIN AS FOLLOWS: Section i/ The sum of SIX HUNDRED AND NINE THOUSAND FIVE HUNDRED DOLLARS ($609,500.00) is here and hereby appropriated as a supplement to the 1990 budget for the City of Port Townsend in the Library Renovation and Addition Fund for repayment of interfund loans and interest from grant and bond proceeds as well as investment income as set forth in Exhibit "A" attached hereto as though fully set forth herein. S~ction 2) The sum of TWELVE THOUSAND DOLLARS ($12,000.00) is here and hereby appropriated as a supplement to the 1990 budget for the City of Port Townsend in the Park Pund for landscaping in the Jackson Bequest and additional salaries and wages for Parks Department Employees from unappropriated beginning cash as set forth in Exhibit "A" attached hereto as though fully set forth herein. Section 3) The sum of FOUR HUNDRED EIGHTY ONE THOUSAND FIVE HUNDRED AND FORTY DOLLARS ($481,540.00) is here and hereby appropriated as a supplement to the 1990 budget for the City of Port Townsend in the Hotel/Motel Transient Tax Fund for interim financing on construction of the Fort Worden Balloon Hanger Pavilion as set forth in Exhibit "A" attached hereto as though fully set forth herein. Section 4% The sum of FORTY SEVEN THOUSAND FIVE HUNDRED DOLLARS ($47,500.00) is here and hereby appropriated as a supplement to the 1990 budget for the City of Port Townsend in the Capital Improvement Fund for land purchases to be financed from donations, real estate excise tax, and unappropriated beginning cash as set forth in Exhibit "A" attached hereto as though fully set forth herein. section 5) There is here and hereby found and declared to be an emergency requiring the foregoing appropriations to the 1990 budget for the City of Port Townsend. Section 6) This ordinance shall take effect upon its passage, approval, and publication in the form and manner provided by law. READ for the first time on June 5, 1990. Read for the second and third time, passed by the council and approved by the Mayor on June 19, 1990.
