AN ORDINANCE APPROPRIATING THE SUM OF $5,775
TO THE STREET FUND, $1,750 TO THE PARK FUND,
$90,000 TO THE ARTERIAL STREET FUND, $349,434
TO THE LOCAL IMPROVEMENT DISTRICT NO. 1 FUND,
$568,227 TO THE WATER-SEWER FUND, $40,000 TO
THE 1956 TRANSMISSION LINE REPLACEMENT FUND,
AND $24,000 TO THE EQUIPMENT RENTAL FUND,
MAKING FINDINGS, AND DECLARING AN EN~RGENCY
THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND, UPON REVIEW OF THE
1990 BUDGET FOR THE CITY, MAKES THE FOLLOWING FINDINGS:
A) The State of Washington has required the public works department
to install a hazardous materials storage building.
B) Several streets were damaged from heavy use requiring asphalt
patching and preleveling so that a seal coat may be applied during
the regular season in 1991.
C) On January 19, 1988, ordinance No. 2097 was adopted creating the
"Local Improvement District No. 1 Fund" and in the spring of 1990
final specification were completed, bids were called for, and a
contract was awarded to Inline Construction.
D) On July 23, 1990, a major water main broke under Water Street.
E) An engineering analysis of the earthquake stability of the
earthen dam at Lord's Lake has been required by the State of
Washington.
F) Bids for the purchase of dump trucks exceeded the estimates used
to establish the budget.
G) During the summer water season several problems were found with
the Port Hadlock area wells and water pipes.
H) The foregoing emergencies were not reasonably foreseeable at the
time of filing of the city's preliminary budget and requires
expenditure of money not provided for in the annual budget for
1990.
THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND, IN REGULAR SESSION
ASSEMBLED, DOES ORDAIN AS FOLLOWS:
Sectio~ ~) The sum of FIVE THOUSAND SEVEN HUNDRED AND SEVENTY FIVE
DOLLARS ($5,775.00) is here and hereby appropriated as a

supplement to the 1990 budget for the City of Port Townsend in the
Street fund for construction of a hazardous materials building to
be funded from unappropriated beginning fund balance as set forth
in Exhibit "A" attached hereto as though fully set forth herein.
Section 2) The sum of SEVENTEEN HUNDRED AND FIFTY DOLLARS
($1,750.00) is here and hereby appropriated as a supplement to the
1990 budget for the City of Port Townsend in the Park Fund for
construction of the hazardous materials building robe funded from
unappropriated beginning fund balance as set forth in Exhibit "A"
attached hereto as though fully set forth herein.
Section 3) The sum of NINETY THOUSAND DOLLARS ($90,000.00) is here
and hereby appropriated as a supplement to the 1990 budget for the
City of Port Townsend in the Arterial Street Fund for street
improvements to be funded by reducing ending fund balance as set
forth in Exhibit "A"attached hereto as though fully set forth
herein.
Section 4) The sum of THREE HUNDRED AND FORTY NINE THOUSAND FOUR
HUNDRED AND THIRTY FOUR DOLLARS ($349,434.00) is here and hereby
appropriated as a supplement to the 1990 budget for the City of
Port Townsend in the Local Improvement District No. 1 Fund for
engineering, construction, and billing for sewer service to the
Seaview area from interfund loans as setforth in Exhibit "A"
attached hereto as though fully setforth herein.
Section 5) The sum of FIVE HUNDRED AND SIXTY EIGHT THOUSAND TWO
HUNDRED AND TWENTY SEVEN DOLLARS ($568,227.00) is here and hereby
appropriated as a supplement to the 1990 budget for the City of
Port Townsend in the Water-Sewer Fund for waterline repairs,
construction of a hazardous materials building, well repairs and
improvements, vehicle purchases, and interfund loans, to be funded
by reducing estimate of ending fund balance as setforth in Exhibit
"A" attached hereto as though fully setforth herein.
Section 6) The sum of FORTY THOUSAND DOLLARS ($40,000.00) is here
and hereby appropriated as a supplement to the 1990 budget for the
City of Port Townsend in the 1956 Transmission Line Replacement
Fund for an engineering study of Lord's Lake to be funded from
unappropriated beginning fund balance as setforth in Exhibit "A"
attached hereto as though fully setforth herein.
Section 7) The sum of TWENTY FOUR THOUSAND DOLLARS ($24,000.00) is
here and hereby appropriated as a supplement to the 1990 budget for
the City of Port Townsend in the Equipment Rental Fund to be funded
from contributions from the Water-Sewer Fund as set forth in
Exhibit "A" attached hereto as though fully set forth herein.
Section 8) There is here and hereby found and declared to be an

emergency requiring the foregoing appropriations to the 1990 budget
for the City of Port Townsend.
Section 9) This ordinance shall take effect upon its passage,
approval, and publication in the form and manner provided by law.
READ for the first time September 18, 1990. Read for the second
and third times, passed by the council and approved by the Mayor
on October 2, 1990.
