HomeMy WebLinkAbout102306 Workshop CITY OF PORT TOWNSEND CITY COUNCIL MINUTES OF THE WORKSHOP MEETING OF OCTOBER 23, 2006 CALL TO ORDER AND PLEDGE OF ALLEGIANCE The City Council of the City of Port Townsend met in workshop session this twenty-third day of October 2006, at 6:30 p.m. in the Port Townsend temporary Council Chambers in the Port Townsend Fire Station conference room, Mayor Mark Welch presiding. ROLL CALL Council members present at roll call were Frank Benskin, Laurie Medlicott, Catharine Robinson, Scott Walker and Mark Welch. Michelle Sandoval was excused. Geoff Masci arrived at 7:30 p.m. Staff members present were City Manager David Timmons, City Attorney John Watts, Public Works Director Ken Clow, and City Clerk Pam Kolacy. 2007 BUDGET Mr. Timmons introduced the City Manager's Preliminary Budget and gave an overall view of the document. He noted that it is difficult to compare Port Townsend with other cities because virtually all other cities which might be comparable are not "full service" cities, but work in conjunction with junior taxing districts, such as fire, library, or parks. He also provided a map showing that nearly 49% of the property within the city limits is non-taxable. Mr. Timmons stated the Council will need to look at the combination of expenses and revenues and either reduce levels of service on the expense side or develop some new ways to increase revenues. He stressed the difficulties the City may have with cash flow and stated it is possible that tax anticipation notes may need to be arranged. He noted that several meetings have been set for the Council to continue discussion on the 2007 budget.
