Meeting Minutes
Non-Motorized Transportation Advisory Board
Thursday, January 3, 2013, 4:30 pra - 5:30 pra
City Hall, Conference Rm 41
L Meeting called to order at 4:30 pm by board chair, Scott Walker
II. Members in attendance: Lys Burden, Tim Eaton, Pat Teal and Jolly Wahlstrom
III. Staff present: none
Visitors: Scott Haggerty (soil scientist with the USFS with possible interest in serving on
the NMTAB)
II Approval of agenda — agenda approved as amended by voice vote
III. Approval of Minutes —Minutes of the December were approved as amended by voice
vote.
IV. Business
1. Lynn/Richardson Property— Scott Walker had nothing to report at this time, but will
meet with Dick Lynn and Doug Mason, attorney for Jefferson Land Trust later in
January. At this time Scott is under the impression that Dr. Lynn only wants to trade
enough land to move the trail, and a new corridor flagging process will be undertaken.
2. Grant Street School SRTS Discussion/Plan—tabled for fiirther review by board
members. Feedback to Lys needed.
3. Upcoming Trail Project—Board members considered several trail projects in various
states of completion, including: Willamette r/w for gravel and drainage, 13th Street
connection between Hendricks and Hancock as a link in the Bishop to Kah Tai Parks
connecting corridor.
The project that most excited everyone was to sponsor a sign-making work party to create
trail navigation signs for Cappys Trails, as so many people get lost or disoriented there.
Sally had donated some old cedar decking, and Jolly has routers; so it was decided to
announce a sign-making session at Jolly's workshop for Saturday, January 19th. Signs
would be placed at the March trail work day. For any location suggestions for signage,
send e-mail to Jolly. Signs suggested at the meeting: 39th&Hendricks, 39th&Howard,
Thomas & 46th, 46th&Hendricks, and signs indicating the direction toward: Cook Ave,
Blue Heron School, North Beach, Mason and Umatilla
4. Budgeted Funds for Map Printing—tabled to determine David McCollough's
interest in designing a pocket-sized bike/ped map. Lys will follow up.
5. Downtown Bike Racks — A new parking space for motorcycles was designated near
the intersection of Water and Taylor Streets. These spaces can be used by bicycles, if
motorcycles are not present.
7. 2013 Work Plan/Trail Work Schedule— The board will review the list drafted at the
last meeting at a subsequent meeting. It was mentioned that the Board should work with
other stakeholders to promote walking, bicycling and SRTS (Safe Routes to School).
Board members would like to work on a list of trail projects to be accomplished this year.
We also discussed inviting other"stakeholders" to our meeting to give reports and let us
know of any issues they might have; suggested invitees included: school district rep,
police department, health department, Transit, Recyclery/PTBA, Jeff Chapman/JTC,
Wash DOT, county parks, historic preservation commission (UPC), Main Street and Ft.
Worden.
8. Explore Possible Road Edge Funding Source using Car Tab Fees — Scott still needs
to meet with David Timmons to find out more information.
V. General Discussion
- Scott Haggerty lives near Cappys Trails and was excited about the idea of installing
some wayfinding signs there. He said he has encountered too many people there who
become totally disoriented by the existing trail system.

6. Draft letter to WashDOT still needs to be v ritten about inappropriate roundabout signage for
bicycling
