RESOLUTION NO. 13-016
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON AUTHORIZING THE CITY MANAGER TO AWARD AND SIGN ALL
CONTRACTS FOR THE CONSTRUCTION OF THE WATERFRONT ESPLANADE
PROJECT, FINAL PHASE
WHEREAS, in July 2008 the City of Port Townsend acquired the 2008 Council Bond
for specific projects in the Historic Downtown area; and
WHEREAS, the Waterfront Esplanade Project, Final Phase is the final downtown
project envisioned in the 2008 Council Bond, implementing the waterfront improvements as
designated in the East Downtown Streetscape Plan; and
WHEREAS, the Madison Street Improvements Project provided an opportunity to
complete a portion of the Waterfront Esplanade Projects in conjunction with that project; and
WHEREAS, during Phase 1 the City of Port Townsend completed the demolition and
fill of the Tidal Clock; reinforcement of the seawall between City Dock and the Quincy Street
Dock; and removal of the old dock that was adjacent to the old ferry ramp; and
WHEREAS, during Phase 2 the City of Port Townsend completed the improvements of
the waterfront area between the Pope Marine Building and Quincy Street; and
WHEREAS, January 22, 2013, the City received a PIF Grant from Jefferson County
allowing for completion of the Esplanade; and
WHEREAS, on April 11, 2013, the City opened the bids for the construction of the
Esplanade- Final Phase and HB Hansen Construction of Lynden, Washington was the apparent
low bidder for the construction project; and
WHEREAS, staff has reviewed the bid tabulations has checked references and
recommends award of the project to HB Hansen Construction of Lynden, Washington; and
WHEREAS, it is the desire of the City Council to move forward with this project
construction in the most expedient manner; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend as follows:
The City Council of Port Townsend authorizes the City Manager to award and sign all contracts
for construction of Waterfront Esplanade Project, Final Phase.

ADOPTED by the City Council of the City of Port Townsend at a regular meeting
thereof, held this 22nd day of April 2013.
