HomeMy WebLinkAbout2918 Supplemental Budget Appropriations ORDINANCE 2918 AN ORDINANCE appropriating the sum of$69,509 to the General Fund; $3,000 to the Street Fund; $70,000 to the Capital Improvement Fund; $55,000 to the 2003 Bond Fund; $442,759 to the Emergency Services Fund; $5,000 to the Lodging Tax Fund; $12,500 to the Community Services Fund; $3,000 to the G.O. Debt Service Fund; $10,016 to the 2002 Public Works Trust Loan Fund; $10,016 to the Utility Construction Fund; $31,250 to the City Hall Annex/Renovation Construction Fund; $30,330 to the Firemen's Pension Fund; $1,500 to the Memorial Fund and making findings and declaring an emergency. THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND, UPON REVIEW OF THE 2005 BUDGET, MAKES THE FOLLOWING FINDINGS: Whereas, the General Fund experienced unanticipated costs related to voter registration charges of the county of $16,622, professional service costs of $55,000 for Development Services Department director search, P.E.G. TV Studio capital purchases of$4,152, and subsidy to the Emergency Services Fund of$93,734, reduced by other budget items not requiring expenditure of $1 00,000, resulting in a remaining appropriation needed totaling $69,509 causing greater than anticipated appropriations need; and Whereas, the Street Fund requires repayment of a Public Works Trust Fund loan totaling $3,000 causing greater than anticipated appropriations need; and Whereas, the Capital Improvement Fund experienced unanticipated costs related to Fire Station construction totaling $70,000 causing greater than anticipated appropriations need; and Whereas, the 2003 Bond Construction Fund experienced unanticipated costs related to Fire Station construction totaling $55,000 causing greater than anticipated appropriations need; and Whereas, the Fire and Emergency Medical Services Fund received $349,025 in state and federal Assistance to Firefighters grants, and incurred related unanticipated costs for these grants of $377,096, overruns in overtime and volunteer pay of $30,000, and other operating costs of$35,663, resulting in expenditures totaling $442,759 causing greater than anticipated appropriations need; and Whereas, the Lodging Tax Fund incurred costs approved by City Council to repay the General Fund for Fort Worden parking fees totaling $5,000 causing greater than anticipated appropriations need; and Whereas, the Community Services Fund received a late billing for Domestic Violence payment after year-end totaling $12,500 causing greater than anticipated appropriations need; and Whereas, the Debt Service Fund now requires payment of a Public Works Trust Fund loan totaling $3,000 causing greater than anticipated appropriations need; and / Ordinance 29/8 Whereas, the City Hall Annex/Renovation Fund received Council approval to add second floor fire suppression sprinklers totaling $31,250 causing greater than anticipated appropriations need; and Whereas, the 2002 Public Works Trust Fund contributed to utility construction costs on Morgan Hill totaling $10,016 causing greater than anticipated appropriations need; and Whereas, the Utility Construction Fund utilized Public Works Trust Fund loan proceeds to complete utility improvements to Morgan Hill totaling $10,016 causing greater than anticipated appropriations need; and Whereas, the Firemen's Pension Fund experienced medical insurance increases and statutory COLA adjustment totaling $30,330 causing greater than anticipated appropriations need; and Whereas, the Memorial Fund added a park bench near Fire Station totaling $1,500 causing greater than anticipated appropriations need; and NOW, THEREFORE, the City Council of the City of Port Townsend does ordain as follows: Section 1 The sum of SIXTY NINE THOUSAND FIVE HUNDRED NINE DOLLARS ($69,509) is hereby appropriated as a supplement to the 2005 General Fund budget from unreserved fund balance. Section 2 The sum of THREE THOUSAND DOLLARS ($3,000) is hereby appropriated as a supplement to the 2005 Street Fund budget from unreserved fund balance. Section 3 The sum of SEVENTY THOUSAND DOLLARS ($70,000) is hereby appropriated as a supplement to the 2005 Capital Improvement Fund budget from unreserved fund balance. Section 4 The sum of FIFTY FIVE THOUSAND DOLLARS ($55,000) is hereby appropriated as a supplement to the 2005, 2003 Bond Fund budget from unreserved fund balance. Section 5 The sum of FOUR HUNDRED FORTY TWO THOUSAND SEVEN HUNDRED FIFTY NINE DOLLARS ($442,759) is hereby appropriated as a supplement to the 2005 Emergency Services Fund budget from grant revenues totaling $349,025 and $93,734 from operating transfers from the General Fund. Section 6 The sum of FIVE THOUSAND DOLLARS ($5,000) is hereby appropriated as a supplement to the 2005 Lodging Tax Fund budget from unreserved fund balance. 2 Ordinance 29/8 Section 7 The sum of TWEL VE THOUSAND FIVE HUNDRED DOLLARS ($12,500) is hereby appropriated as a supplement to the 2005 Community Services Fund budget from unreserved fund balance. Section 8 The sum of THREE THOUSAND DOLLARS ($3,000) is hereby appropriated as a supplement to the 2005 G.O. Debt Service Fund budget from an operating transfer from the Street Fund. Section 9 The sum ofTEN THOUSAND SIXTEEN DOLLARS ($10,016) is hereby appropriated as a supplement to the 2005, 2002 Public Works Trust Fund from unreserved fund balance. Section 10 The sum ofTEN THOUSAND SIXTEEN DOLLARS ($10,016) is hereby appropriated as a supplement to the 2005, Utility Construction Fund from an operating transfer from the Public Works Trust Fund. Section 11 The sum of THIRY ONE THOUSAND TWO HUNDRED FIFTY DOLLARS ($31,250) is hereby appropriated as a supplement to the 2005, City Hall Annex/Renovation Fund from unreserved fund balance. Section 12 The sum of THIRTY THOUSAND THREE HUNDRED THIRTY DOLLARS ($30,330) is hereby appropriated as a supplement to the 2005 Firemen's Pension Fund budget from unreserved fund balance. Section 13 The sum of ONE THOUSAND FIVE HUNDRED DOLLARS ($1,500) is hereby appropriated as a supplement to the 2005 Memorial Fund budget from unreserved fund balance. Section 14 There is hereby found and declared to be an emergency requiring the foregoing appropriations to the 2005 budget. Section 15 This ordinance shall take effect upon its passage, approval, and publication in the form and manner provided by law.
