HomeMy WebLinkAbout02262013 o�QORr TOE V �O City of Port Townsend wA Meeting Minutes Parks, Recreation and Trees Advisory Board Tuesday, February 26, 2013, 4:30 pra - 6:00 pra City Hall Meeting Room 41 L Meeting called to order at 4:35 pm by President, Rosemary Sikes. Members in Attendance: Lys Burden, Debbie Jahnke, Sally Robbins and Ron Sikes, (Sally excused early due to health problems.) Staff: none Visitors: Jim Todd II. Approval of Agenda — approved as amended by voice vote. III. Approval of Minutes—November minutes were approved by voice vote and approval of meeting minutes from January 22, 2012, tabled for fiirther review IV. PRT 2013 Work Plan A. Tree City USA— 1. Rosemary accepted the proclamation declaring February 19"'Arbor Day in the City of Port Tovmsend from Mayor King at the City Council meeting on February 18"' She submitted the document for the archival records in the advisory board's records book. 2. The planting at Kali Tai Nature Park Nyent Nyell on February 23rd N ith 130 plants from the Jefferson County Conservation District plant sale, obtained early and in the ground same day. Forty native trees and 90 native shrubs Nyere planted to enhance the buffer to Sims Way and along the main and loop trails. A press release for the event Nyas distributed. Lys has more native plants (Serviceberry, Indian Plum and Thimbleberry) she Nyould like to donate; Debbie Nyill maintain them until fall planting time. 3. The Board is planning a tree Nyallc/bike ride for National Arbor Day on Friday, April 26"'. The board Nyould like to recruit someone from the bicycle community to lead a tree-oriented bicycle ride through toN-,n and master gardeners to celebrate their efforts to label trees in Chetzamoka Park. We hope to announce and distribute the neNy"Significant Trees of PT"brochure during Arbor Day activities. 4. The Haines Street Cottages planting project is still in planning stages. Kathy Morgan, Cottage manager from OlyCAP, has not been available for a meeting yet. B. Create Significant Trees Brochure—Debbie has created the brochure template and is still in need of tree nominations and information(description of site and reason for significance). Groves of trees are fine. The deadline for nominations is March 16"' to alloy time to finish the brochure before the next meeting. C. Volunteers for our Parks 1. Rosemary contacted Steve Wright before the PRT board meeting to assess volunteer need and learned that help Nyould be appreciated at the park housing Haller Fountain stairs. The shrub and floNver beds need to be raked of leaves and Nyinter debris. Rosemary Nyill call Bonnie Cora to see if she can arrange volunteers. The Nyork party Neill also be announced on the City's Nyebsite. D. Complete Park Functional Plan - No meetings are planned until the MPD process is complete, due to lack of staff time to do both. E. Bulbfest - The park board is still interested in sponsoring a bulbfest in the autumn after Thanksgiving to plant low growing spring-blooming bulbs at Bobby McGarragh Park. We need Danny Milholland's help with planning and details. V. Metropolitan Park District—Rosemary and Debbie attended a joint City Council and BoCC meeting on February 11th and reported the committee has decided to form a steering committee of 8 to 11 members with a larger stakeholder group of advisors. The City Council voted to move forward with appointments to the committee. Rosemary will serve on the steering committee as chair (president) of the PRTAB. VI. Future Meeting Agenda Items—to be determined VII. Board and Visitor Comment- - Sally would like to take a leave of absence from the advisors-board, as she needs to have surgen-for a knee replacement that N-611 involve convalescence time. She N-611 still read minutes and e-mails and return when she is able. She is still quite interested in being involved. The board unanimously agreed to her leave of absence and v shed her well with her surgen-and recoven-. - Board members would still like more information on the 2013 operating budget for parks and recreation, whenever staff is able to bring information to a board meeting. We also need to know if any trees are available for Arbor Day tree plantings (spring and autumn)this year... or if we should solicit donations. - Roseman-talked to the Steve Wright about the City plant/tree nursers-and found out there are only three trees left and no budget for restocking. Availability of trees for Arbor Day is doubtful. Board members still wonder if there might be a way for volunteers to help with nursers-efforts to stock young plants and trees for future plantings. -Visitor Jim Todd commented v th regard to the"Significant Tree" effort that something should be done to amend the"Tree of heaven" sign as the original tree no longer exists. Board members noted that the species,Ailanthus altissma, is now considered invasive. VIII. Adjournment—Meeting adjourned at 5:40pm. Action Steps Needed: 1.
