HomeMy WebLinkAbout081406 CITY OF PORT TOWNSEND CITY COUNCIL MINUTES OF THE WORKSHOP MEETING OF AUGUST 14, 2006 CALL TO ORDER AND PLEDGE OF ALLEGIANCE The City Council of the City of Port Townsend met in workshop session this fourteenth day of August, 2006, at 6:30 p.m. in the Port Townsend temporary Council Chambers in the Port Townsend Fire Station conference room, Mayor Mark Welch presiding. ROLL CALL Council members present at roll call were Frank Benskin, Geoff Masci, Laurie Medlicott, Catharine Robinson, Michelle Sandoval, and Mark Welch. Michelle Sandoval arrived at 6:35 p.m. Scott Walker was excused. Staff members present were City Manager David Timmons, City Attorney John Watts, Public Works Director Ken Clow, DSD Director Leonard Yarberry, Police Chief Conner Daily, and Fire Chief Mike Mingee. COMPREHENSIVE BICYCLE SAFETY PROGRAM City Manager Timmons reviewed the binder and materials provided to the Council regarding the development of the City's pedestrian and bicycle safety program. Council discussed various aspects of the presentation and made suggestions about possible additional partners and scope of the program. In general, Council was in agreement that the program elements were in keeping with their direction to staff about developing the program. Council approval will be requested at the next business meeting regarding approval of applications for recommended grants; tasking administration to implement the elements recommended for the Public Works Department and the Non-Motorized Transportation Advisory Board and other partners; authorization for administration to enter into a partnership agreement with the School District to carry out educational objectives via the School Resource Officer; tasking the Public Works Committee to make a recommendation on the recommendation to hire a Community Resource Officer to carry out the program objectives. RECESS Mayor Welch declared a recess at 7:30 p.m. for the purpose of a break. Workshop Meeting Page 1 August 14,2006 RECONVENE The meeting was reconvened at 7:40 p.m. PORT TOWNSEND MUNICIPAL CODE MINOR REVISIONS TO TITLES 17 AND 20 Planning Director Rick Sepler and Development Services Director Leonard Yarberry presented a proposed draft interim ordinance addressing issues Council and staff have identified associated with current code provisions. The draft ordinance was prepared to provide clarity on an interim level while permanent, revised standards are prepared and go through public process. Mr. Sepler reviewed the provisions of the ordinance. Mr. Yarberry provided additional comments on the building height measurement revisions. Mr. Sepler noted that at the next business meeting, he would provide a calendar including the dates for Planning Commission and Council process. Following Council discussion, the Council agreed to take up the issue at the next business meeting for action. UPDATE ON CAPITAL PROJECTS Mr. Timmons provided information and updates on the Police Station, Library, and Permit Tracking System. Action items to begin implementation of the projects will be calendared for the next business meeting.
