HomeMy WebLinkAbout13-013 Concerning Evaluation and Assessment of Library Alternatives Resolution 13-013 Page 1 of 2 RESOLUTION NO. 13-013 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND, WASHINGTON CONCERNING EVALUATION AND ASSESSMENT OF LIBRARY ALTERNATIVES RECITALS: A. On March 4, 2013,the City Council approved resolution 13-007, Affirming A Port Townsend Public Library Expansion Project In Collaboration With The Port Townsend Public Library Foundation, Based On A Voter-Approved Bond And Additional Fundraising. The Resolution directed the Mayor and City Manager to work with the Library Foundation on an agreement that spells out roles and responsibilities, including project scope, budget, and alternative plans and process to address existing conditions that require action and other improvements that can be obtained should additional funding not be secured in an amount needed to construct the project as currently proposed or revised, and consideration of a plan addressing consequences of a failed ballot measure. B. The City Council has or will approve a process to review a range of alternative approaches associated with the proposed expansion of the Library, in connection with a possible ballot measure decision by May 10, 2013 to provide funding for a Library expansion. C. The City has worked with the Library architect to develop preliminary information on alternatives and has to date incurred architect costs of$5,000 (rounded). This amount has been approved by the City Manager within his delegated contract authority. D. The City Council determines it appropriate to continue the Library expansion review. E. Without the technical support to evaluate the alternatives, it would be impossible to accomplish the goal of evaluating alternatives. F. To complete additional project planning for this review, the architect has prepared a cost estimate of$21,000 (rounded) that includes presentations, documentation, project presentations and project revisions, plus up to $1,000 for reimbursable expense (plotting and travel, estimated at 6 round trips). G. The City Council determines it appropriate to conduct this evaluation and assessment, and that the work be funded as set forth below. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port Townsend as follows: a. The City Manager is directed to work with staff and the architect on the Library project and provide Council with information and an evaluation of alternatives of a Library expansion project in connection with a possible ballot measure decision by May 10, 2013. The City Manager is authorized to contract for technical services in an amount not to exceed $27,000 ($5,000 incurred to date, $21,000 for additional planning, and $1,000 for reimbursable expenses. c. Funding shall be by amending the current Library budget without a supplemental budget, and/or amending the Library budget and allocate additional funds from the Library reserves, as determined by administrative decision of the City Manager in consultation with the Library Director.
