RESOLUTION NO. 13-008
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON REGARDING THE DESIGN REVIEW ADVISORY COMMITTEE
AMENDING RESOLUTION 08-031.
Recitals:
A. The Design Review Advisory Committee was established by Ordinance 2840, codified in
PTMC 2.73, with authority and function as provided in PTMC 2.73.060, as amended.
The Design Review Advisory Committee reviews commercial, mixed use, cottage
housing and multifamily building permits applications as provided in Chapter 17.46
PTMC.
B. By Resolution 08-031 (2008), the City Council amended provisions pertaining to
composition, terms, and rules for the Design Review Advisory Committee; and
C. Since 2009, due to lack of commercial, mixed use, cottage housing and multifamily
permits activity in the City, the Committee has not needed to meet. Currently there are
three vacancies on the Committee. The Director of Public Services recommends that the
committee be sunseted at the present time, and that any design review functions for
commercial, mixed use, cottage housing and multifamily be handled on a temporary basis
by a subcommittee of the Planning Commission. Currently, there are two architects on
the Planning Commission who could serve on a subcommittee. When the Director of
Public Services advises the City Council that commercial, mixed use, cottage housing and
multifamily building pen-nit activity has increased to justify re-establishing Design
Review Advisory Committee, and/or the functions of commercial, mixed use, cottage
housing and multifamily design review cannot be handled by a subcommittee of the
Planning Commission, the City Council will take steps to review and re-activate the
Design Review Advisory Committee.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend as follows:
1. The functions of the Design Review Advisory Committee shall be handled by a
subcommittee of the Planning Commission.
2. The Director of Public Services, in consultation with the chair of the Planning
Commission, shall designate members of the Planning Commission to serve on
subcommittee of the Planning Commission to handle the functions of the Design Review
Advisory Committee. Different subcommittees may serve on different projects.
3. When the Director of Public Services advises the City Council that commercial, mixed

use, cottage housing and multifamily building permit activity has increased to justify re-
establishing Design Review Advisory Committee, and/or the functions of commercial,
mixed use, cottage housing and multifamily design review cannot be handled by a
subcommittee of the Planning Commission, the City Council will take steps to review
and re-activate the Design Review Advisory Committee and return design review
functions to it.
4. Resolution 08-031 pertaining to composition, terms, and rules of the Design Review
Advisory Committee is superseded by this Resolution.
