Members in Attendance: Debbie Jahnke, Daniel Milholland, Sally Robbins, Ron Sikes and Lys Burden Staff: Rick Sepler (Public Services Director), Judy Surber (Senior Planner/Planning Manager), Dave Timmons (City Manager), Matt Tyler (Jefferson Co. Parks &Recreation Director), and Mayor David King Visitors: Rick Jahnke, Jim Todd and rep from Jefferson County Aquatic Coalition II. Metropolitan Park District Update -Rick Sepler and Matt Tyler presented information on the Metropolitan Park District(MPD)regulator-structure, Exploratory Regional Parks and Recreation Committee(ERPRC)recommendations, and the developing joint process to consider establishing a City/County MPD III. Board Discussion and Questions - Questions answered by staff included: 1)range of possibilities for composition of an MPD Board(elected vs appointed); differences between a parks and recreation district and a metropolitan parks district; what information had been gleaned from other MPDs in the state; how should we establish inclusion/exclusion criteria; and the continuum of wa-,Ts in which a park can become a part of an MPD,ranging from a maintenance agreement to a title transfer. IV. Facilitated Facility Exercise—Rick Sepler reviewed all parks and recreation facilities in the City and the advisors-board members considered each for possible inclusion in a future MPD. However, positions in some cases did not reach consensus and voice votes were not compiled nor were Ns-ritten compilations collected at the end of the meeting. Consequently, shortly after the meeting, Chair Rosemary Sikes compiled the board's preferences and submitted them electronically subsequent to the meeting: Pocket/Mini Parks PocketMini parks are small properties (2,500 sq.ft. I acre) with limited amenities such as benches and picnic tables. The service area is generally less than a 14 mile. Park Should park be Notes in the MPD? They are developed for both passive and active recreation. Restrooms may or may not be available. The service area is less than ' ofa mile. The park is usually home to combination of playground activity,picnicking and anon-organized activities Usually 5-10 acres in size. Park Should park be Notes in the MPD? Possibly partner Nvith NWMC for management/maintenance. Community Parks Community parks generally serve a broader purpose and population than neighborhood parks They too are developed for both passive and active recreation. They have supportfacilities such as restrooms and parking. These parks may typically include athletic fields, sports courts, trails,playgrounds, open space and picnicking facilities The service area is generally ' -3 miles (usually less than 25 acres). Park Should park be Notes in the MPD? Chetzemoka Park 5 Yes/ Regional nature (weddings from all over) expensive 1 Not sure park to maintain. However, this park is icon of the community. Must include protections with transfer. Natural/Open Space Parks Natural'Open space parks are natural lands set aside for preservation ofsignificant natural resources, open space areas for aesthetics and buffering, serve as wildlife habitat and compatible passive recreation uses These lands are typically characterized by the presence of critical areas such as wetlands, slopes and environmentally sensitive areas. Similar to Nature Park 1 Not sure Chetzemoka, Kali Tai is part of PT character. 6F commitment must not be forgotten. Concern is long term continuity, in perpetuity. City Manager noted expensive to maintain bathrooms/parking area. 35r' Street Park 3 Yes/3 No A portion of the park(6 acres)Nvas deeded to the city by Jefferson County for playfields, but due to wetlands/stormwater/neighborhood opposition, it remains undeveloped. Additional land to south(6.8 acres) purchased by city in 2002. Port TONsnSend Skate 5 Yes/ 1 No Park Beautification Areas Beautification areas generally are areas that are not traditional parks, but are still maintained by the Parks Maintenance Staff: They include streetscapes,flower gardens and other landscaping that improves the aesthetic appearance of the City.
