Meeting Minutes
March 12, 2012, 12:30 pm, Room 1, City Hall
Present: Stan Rubin, Rosalind Russell, Kris Morris, Linda Okazaki, Erin
Fristad, Tom Scharf (minutes).
Excused: Dan Groussman, Anne Kearson, Nancy Rody
Guests: Frank Vane, David Timmons, Bill Tennent
Approval of Minutes: Review of minutes from February 6 meeting. KM
moved to accept minutes with minor changes to narrative, seconded by
TS, passed unanimously.
Chairs Report: SR noted some minor housekeeping items for the Arts
Commission and that Angel of the Arts is to be Friday, April 13th.
Guest Speaker: SR introduced guest speaker Bill Tennent, executive
director of the Jefferson Co Historical Society. Mr. Tennent announced
that on April 27 the Historical Society would now be known as the
Jefferson Museum of Art and History. This was in part due to a large gift
of Jefferson County art by the estate of Robert and Nora Porter. He also
asked the PTAC for funding in the amount of $1000 to defray costs for
Free Saturdays at the Museum. Also noted was the opening of the
Society's Research Center on April 21. Mr. Tennent left after making his
presentation.
Treasurers Report: SR and LO announced that of this date there is
$8,497 remaining in our budget. An additional $3000 will be added back
in from the City of Port Townsend.
Funding Support:
A carry over discussion from last month of Harvey Putterman's 2012
request for funding to Arts to Elders took place. Since the PTAC's last
meeting Putterman had submitted a written document to help justify his
request. The Commissioners discussed this. It was agreed that there is
still uneasiness on the part of most of the Commission in funding the
request as it stands due to its programing not being accessible to a
broader audience. RR moved that the PTAC fund up to $1,200 for 2012
Arts to Elders programs with $200 of these funds being used for new
public relations and advertising to reach a wider audience. The
Commission further recommends that one of the 2012 programs be
held in another public location other that Seaport Landing. The
Commission will in addition view this year as a transition year for Arts
to Elders and hopes for an expanded access model. Be it noted that the
Commission commends all previous efforts and achievements of the
Arts to Elders program. LO seconded the motion. Passed unanimously.
The Cotton Building was mentioned as a possible alternate location for
Arts to Elders programs. Let the record show that the PTAC's
conversation on this funding request also related to concerns about
funding programs in a for - profit facility.
A request for helping to fund the Peter Simpson Free Cinema was
considered. It was first proposed that the PTAC fund $900 for three days
of space rental and $625 for lighting rental for a total of $1525. After
additional discussion EF moved to fund up to $2000 with the additional
$475 to be applied to projector rental. LO seconded the motion. Passed
unanimously.
Next, the PTAC considered the Jefferson County Historical Society's
request for $1000 for Free Saturday's at the Museum. KM moved to
fund up to $1000. EF seconded. Passed unanimously.
Additional Business:
Guest Frank Vane spoke about his previous proposal for the
rededication of the regarding the acknowledgement of the Ruth Seavey
Jackson bequest in a rededication of the Wave Gazing Gallery. It was
suggested that it should be renamed The Seavey View or The Seavey
View Platform. It was also recommended that a plaque noting the
Seavey bequest be placed near the platform.
Guest and City Manager David Timmons reported that the City would
provide funding to install the Russell Jaqua art piece "For Willene" -
which has been donated to the City - -once placement can be decided on.
KM suggested that the Public Art Committee would be the best place for
this process and perhaps the discussion could begin early this summer
SM reminded everyone that Angel of the Arts is Friday, April 13.
