HomeMy WebLinkAbout13-003 Terminating Housing Plan Network Committee (HAPN) Resolution 13-003 Terminating Housing Plan Network Committee Page 1 of 2 RESOLUTION NO. 13-003 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND, WASHINGTON, TERMINATING THE HOUSING ACTION PLAN NETWORK COMMITTEE (HAPN) AND DIRECTING STAFF TO ASSIST IN THE TRANSITION TO A SHELTER PROVIDERS NETWORK MODEL WHEREAS, the City and County are facing budgetary constraints which impact their ability to support the joint Housing Action Plan Network Committee; and WHEREAS, the City Council approved Formation of the Housing Action Plan Network Committee on October 2, 2006 (Resolution 06-026) and by the Board of County Commissioners on November 6, 2006 (Resolution 69- 06); and WHEREAS, pursuant to County Resolution 0 13-11 and City Resolution 11-006, the Housing Action Plan Network Committee will sunset on March 28, 2014 "unless sooner terminated by a resolution or ordinance adopted by either the Board of County Commissioners or City Council or otherwise extended by joint ordinance or resolution;" and, WHEREAS, on November 20, 2012, HAPN members unanimously voted to support the group's transition to a new format modeled after the Clallam County Shelter Provider Network; and WHEREAS, the benefits of the Shelter Provider Network include: 1. Addressing the full range of housing needs in Jefferson County(from homelessness to homeownership) without limitations of politics, staff time or legislative direction, 2. Creating a cooperative group open to more membership than the HAPN establishing resolution provides and formal appointment not needed, 3. Providing greater opportunity to regionalize our efforts with the Clallam Shelter Provider Network (SPN) given some of the members in common, 4. Reducing competition for grants given they will prioritize projects as a group and support grant applications as a group. The Clallain SPN is well respected from a statewide funding perspective, and 5. Allowing City/County staff to participate without expending large amounts of time and expense on noticing and administrative work. NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Port Townsend that the Housing Action Plan Network Committee is hereby terminated. Staff is Resolution 13-003 Terminating Housing Plan Network Committee Page 2 of 2 directed to assist in the transition to a Shelter Providers Network Model in coordination with OlyCAP, DOVE House, and Peninsula Housing Authority.
