Agenda None None Additions or Corrections Correspondence None None Appearance of Fairness None None New Business None Old Business None Other Business None Concepts included shifting street parking on Taylor Street, south of Water Street, all to the west side (900) allowing for a wider sidewalk on the east side (i.e. the sunny side). Concrete pedestrian crossings are proposed along Water Street, running east & west, and thermoplastic crossings, Concept Review of Taylor running north & south. Wider sidewalks would allow for "plaza" type & Water Streets opportunities with moveable tables & chairs. The intent is to emphasize Streetscape the traditional pedestrian nature of the Taylor Street corridor leading from Union Wharf to Haller fountain and on to the Uptown District. Concepts for Taylor Street, north of Water Street, included two (2) pedestrian islands approximately mid-block, again using moveable tables & chairs to activate the space. Washington Street, north of Taylor. would HISTORIC PRESERVATION COMMITTEE ACTION MINUTES Agenda Item Recommendation /Action Follow-up (If Needed) have a concrete surface, scored to match sidewalks, to provide a different surface treatment emphasizing pedestrian use over automotive. The effect on parking spaces with these concepts was a loss, at most, of one parking space. Terry Reckord felt that with a little more detail work that the net parking space change could even be zero. HPC comments were supportive with a suggestion that the sidewalk on the east side Taylor Street, south of Water Street, be made as wide as possible due to the residential nature of Admiralty Apartments. Staff pointed out that parking code would only require 22 feet wide travel lane on south Taylor Street for 900 parking (as opposed to 24 feet shown) so perhaps additional sidewalk width on the east side could be accommodated. Amy Dahlberg from Terrapin Architecture presented two (2) preliminary alternatives for structural bracing to repair the Bell Tower. One alternative was more "hidden" while the other was more "exposed". Each Concept Review of seemed appropriate but both may present challenges for addressing Alternatives for Bell Tower water being trapped at cross members. The Committee made no None Emergency Repair conclusions on this matter, noting that the project staff would address all concerns. The Committee unanimously agreed that Alternative B was more appropriate. It was stated that Alternative B was more "honest" looking than Alternative A. Announcements N/A None
