RESOLUTION NO. 06-010
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND
AUTHORIZING THE CITY MANAGER TO SELECT A QUALIFIED DESIGN
CONSULTANT AND ENTER INTO A PROFESSIONAL SERVICES AGREEMENT
FOR PHASE I UPPER SIMS WAY STRATEGY AND IMPLEMENTATION
WHEREAS, the City of Port Townsend is soliciting urban design firms with broad
experience in streetscape, shoreline and civic area design. The selected firm will assist the
community in preparing strategies to guide future development and project -specific plans
leading to the construction of municipal improvements. The selected firm will assist the City in a
continuing capacity. The City anticipates a multi-phased project; and
WHEREAS, Phase I involves improvements to Upper Sims Way (SR20). Upper Sims
Way (SR 20) is a highway commercial corridor located along the entry road to Port Townsend.
The City is evaluating specific improvements that will enhance both the function and appearance
of the corridor. In addition, the City plans to construct a new intersecting arterial and major
north/south connector in the project area; and
WHEREAS, the City has retained a transportation design consultant focusing on
transportation improvements to Upper Sims Way/Howard Street; and
WHEREAS, the City desires to retain a design consultant to focus on streetscape designs
developed in coordination with transportation improvements; and
WHEREAS, the City does not have sufficient expertise to conduct such services itself;
NOW, THEREFORE, BE IT RESOLVED by the City Council ofthe City of Port
Townsend, that the City Manager is authorized to select a qualified design consultant and enter
into a Professional Services Agreement to assist City staff in evaluating specific improvements
that will enhance both the function and appearance of the Sims Way (SR-20) corridor as well as a
new intersecting arterial and major north/south connector in the project area. Selection review
team will include three councilors chosen by the Mayor.
ADOPTED by the City Council of the City of Port Townsend at a regular meeting
thereof, held this first day of May 2006.
