HomeMy WebLinkAbout06-012 Amending res. 04-009, re: nonvoting positions on the lodging tax advisory committee RESOLUTION 06-012 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND, WASHINGTON AMENDING RESOLUTION 04-009, RELATING TO NONVOTING POSITIONS ON THE LODGING TAX ADVISORY COMMITTEE WHEREAS, the City Council determines it appropriate to revise the Nonvoting Member position for the Lodging Tax Advisory Committee (L T AC) as set forth in the Resolution. NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Port Townsend as follows: Sections 3, and 4 (paragraph B), and "LTAC Position and Terms of Office" (attached as Exhibit A), of Resolution 01-014 (passed March 19, 2001), as modified by Resolution 04-009 (passed February 17,2004) are amended as follows (strike is deleted, and underline is added): SECTION 3. MEMBERSHIP The lodging tax advisory committee shall consist of 11 voting members, plus eHe- UP to 3 nonvoting member~, for a total of 11 voting members and UP to 14 -R members total (including UP to 3 nonvoting members). SECTION 4. RESIDENCY OR OTHER SPECIAL MEMBER REQUIREMENTS. Membership need not be residents of Port Townsend. All members of the committee must have a demonstrated interest in and knowledge of the economic development needs of the city of Port Townsend and the role of tourism in shaping the city's future. The mayor shall nominate members for the committee for appointment by the city council. In making the nomination, the mayor shall consider names submitted by the lodging tax advisory committee and any other source, including, but not limited to: civic groups and organizations involved in tourism promotion and economic development, including those organizations listed in PTMC 2.74.020(A) herein; organizations representing businesses required to collect the lodging tax; and organizations involved in activities authorized to be funded by lodging tax revenues. Members shall be as follows: A. Voting Members. \. One member shall be an elected official of the city of Port Townsend, who shall serve as chair. 2. Four members shall be representatives of businesses or entities required to collect the lodging tax, with consideration given to, but not limited to, the following categories of 1 Resolution 06-012 organizations and business entities: conference centers; bed and breakfast establishments; hotels; motels; and camping facilities. 3. Four members shall be persons involved in activities authorized to be funded by revenue received from the lodging tax, with consideration given to, but not limited to, the following categories of organizations: business and visitor information services; cultural and heritage organizations; recreational and environmental organizations; and educational organizations. 4. Two voting members shall be at-large members, who shall not conduct business as staff or officer of any business or entity required to collect the lodging tax or any activity or organization authorized to be funded by revenue received from the lodging tax. The appointment may be a named person of an entity or organization, and authorize the named person to designate an alternate, or may be a person named by an entity or organization, for example, "the director of Centrum, or any designee of the director who is a member of Centrum," or "any member (including any alternate member) of Centrum designated by Centrum to be the LTAC member."
