RESOLUTION NO. 06-011
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON CONFIRMING ITS INTENTION TO FURTHER JOINT FIRE
SERVICE OPERATIONS WITH JEFFERSON COUNTY FIRE PROTECTION
DISTRICT NO.1, AND DIRECTING THE CITY MANAGER, IN CONSULTATION
WITH THE FIRE CHIEF, TO NEGOTIATE MUTUALLY AGREEABLE
AGREEMENTS, FOR COUNCIL REVIEW AND APPROVAL, FOR FURTHER
CONSOLIDATION.
WHEREAS, the City of Port Townsend ("City") and Jefferson County Fire Protection
District No.6 entered into an Agreement dated January 1, 2005 to jointly manage and operate the
City Fire Department and Jefferson County Fire Protection District No.6; and
WHEREAS, the City, and Jefferson County Fire Protection District No.6, and Jefferson
County Fire Protection District No.1 entered into an Agreement effective June 1, 2005 to jointly
manage and operate the City Fire Department with Jefferson County Fire Protection Districts No.
1 and No.6; and
WHEREAS, in November of2005, Jefferson County Fire Protection District No.6
merged into Jefferson County Fire Protection District No.1, which resulted in a two party
agreement between the City and Jefferson County Fire Protection District No.1; and
WHEREAS, City and Jefferson County Fire Protection District No.1 by Agreement
effective January 1, 2006, modified and superceded their Agreement (effective June 1, 2005) to
take further steps toward joint operations, by establishing, among other things, a joint operating
fund that has resulted in a contract for Fire / EMS service to the City from Jefferson County Fire
Protection District No.1; and
WHEREAS, there still remains three [mal steps to complete the process of transitioning
the budget for fire protection and EMS Services into one jointly operated budget and funds that
would streamline the administrative and financial functions of the Fire Department.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Port Townsend as follows:
The City Council confirms its intention to further joint fire service operations with Jefferson
County Fire Protection District No.1, and directs the City Manager, in consultation with the Fire
Chief, to negotiate mutually agreeable agreements, for Council review and approval, as follows:
1. Agreement to transfer ownership of all rolling stock and equipment, and assets, held by the
City Fire Department (based on inventory) to the District; and
2. Agreement to transfer City Fire Department employees to the District; and
3. Agreement for term lease with the District for the use of the City Fire Hall.

These agreements may also contain other provisions that are related to the further consolidation
of the City Fire Department with the District. No agreement is final and binding on the City
until approved by the City Council by action taken at a regular or special meeting of the Council.
ADOPTED by the City Council of the City of Port Townsend at a regular meeting
thereof, held this first day of May 2006.
