ORDINANCE NO. 3087
AN ORDINANCE APPROPRIATING THE SUM OF $6,157 TO THE HOUSING
TRUST FUND; $3,233.00 TO THE LIBRARY FUND; $11,244.00 TO THE
COMMUNITY SERVICES FUND; $29,000 TO THE STREETS CAPITAL
IMPROVEMENT FUND; AND MAKING FINDINGS AND DECLARING AN
EMERGENCY.
THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND, UPON REVIEW OF
THE 2012 BUDGET, MAKES THE FOLLOWING FINDINGS:
WHEREAS, the Development Services Department (General Fund) absorbed $6,157 in
expenses for building permits for Habitat for Humanity, causing greater than anticipated
appropriations need; and
WHEREAS, the Library Fund experienced unanticipated costs for unemployment
benefit expenses, causing greater than anticipated appropriations need; and
WHEREAS, the Community Services Fund experienced unanticipated rental and lease
expense ($484) and salary and unemployment benefit costs ($10,760) in the Parks Maintenance
account, causing greater than anticipated appropriations need; and
WHEREAS, the Street Capital Improvement Fund incurred unanticipated overhead
allocation expenses to the General Fund of$29,000, causing greater than anticipated
appropriations need; and
WHEREAS, a duly noticed public hearing was held on November 19, 2012;
NOW, THEREFORE, the City Council of the City of Port Townsend, Washington, does
ordain as Follows:
Section 1. The sum of SIX THOUSAND ONE HUNDRED FIFTY SEVEN
DOLLARS ($6,157) is hereby appropriated as a supplement to the 2012 Housing Trust Fund
budget from the unreserved fund balance.
Section 2. The sum of THREE THOUSAND TWO HUNDRED THIRTY-THREE c
DOLLARS ($3,233) is hereby appropriated as a supplement to the 2012 Library Fund from get
from the Library reserve fund.
Section 3. The sum of ELEVEN THOUSAND TWO HUNDRED FORTY-FOUR
DOLLARS ($11,244) is hereby appropriated as a supplement to the 2012 Community Services
Fund budget from unreserved fund balance.

Section 4. The sum of TWENTY-NINE THOUSAND DOLLARS ($29,000) is
hereby appropriated as a supplement to the 2012 Streets Capital Improvement Fund budget
from unreserved fund balance.
Section 5. There is hereby found and declared to be an emergency requiring the
foregoing appropriations to the 2012 budget.
Section 11. This ordinance shall take effect upon its passage, approval, and
publication in the form and manner provided by law.
ADOPTED by the City Council of the City of Port Townsend, Washington, at a
special meeting thereof, held this 17th day of December 2012.
