POSITION OF DIRECTOR OF PUBLIC SAFETY AND
PRESCRIBING DUTIES
WHEREAS, the Chief of Police has resigned his office effective
January 1, 1992, and is currently on administrative leave, and,
WHEREAS, the Port Townsend Civil Service Commission is
currently undertaking a process of recruitment and testing to
establish an eligibility list to be used in selection to fill the
office of Police Chief in 1992, and,
WHEREAS, the Police Department continues to require permanent
administrative officers who can perform police duties, however,
WHEREAS, it is necessary and appropriate during a transitional
period prior to and after hiring of a new Police Chief to provide
for temporary administrative assistance to the Police Department,
now, therefore,
THE CiTY COUNCIL OF THE CITY OF PORT TOWNSEND, IN REGULAR SESSION
ASSEMBLED, DOES ORDAIN:
Section.1. SUMMARY. The purpose of this ordinance is to create the
office of Director of Public Safety to serve as administrative
assistant to the Mayor in the direction of the Police Department.
Section 2. TEMPORARY OFFICE CREATED. There is hereby created the
office of Director of Public Safety, to serve as administrative
assistant to the Mayor in the direction of the Police Department.
The office of Director of public Safety shall continue only so long
as an appointment to the office in maintained bythe Mayor, but in
no event to exceed six months. The Mayor may continue the
appointment of a Director following appointment of a Police Chief
to facilitate transition in Police Department administration;
provided, however, that such continued appointment shall not exceed
the six months authorized herein without the express approval of
the City Council.
Section 3. DUTIES PRESCRIBED. The director of Public Safety shall
serve as administrative assistant to the Mayor in the
administration and direction of the Police Department. The
Director shall, under the Mayor's direction, manage and control the
Police Department. The Director of Public Safety shall not serve
as a commissioned law enforcement officer as defined under RCW
41.26.030. The Director of Public Safety shall be responsible for
administrative and supervisory duties in the Police Department, but
shall not serve in a patrol or investigative capacity. The
Director of PUblic Safety shall perform such other duties as
prescribed by the Mayor, including, but not limited to, community
relations, public education and training, intergovernmental
communications, and advice and consultation to the Mayor.
Section 4. COMPENSATION. The salary or wage for the office of
Director of Public Safety shall be established by subsequent
ordinance.
~ection 5. EFFECTIVE DATE. This ordinance shall become effective
upon its passage, approval and publication in the form and manner
provided by law.
READ for the first, second, and third times, passed by the
City Council and signed by the Mayor this 3rd day of December,
1991.
