RESOLU ION NO. 05-038
A RESOLUTION F THE CITY COUNCIL OF
THE CITY OF PORT OWNSEND, WASHINGTON,
TO PETITION THE STATE 0 END THE FAILED EXPERIMENT
IN PARKING FEES AT ALL ASHINGTON STATE PARKS AND
FUND PARKS AND PARK M INTENANCE THROUGH REGULAR
LEGISLATIVE BUDGET AN APPROPRIATIONS PROCESSES

WHEREAS, the Washington Sta Parks and Recreation Commission, with the
agreement of the legislature, instituted ay-use parking fees in all Washington State
Parks; and
WHEREAS, those fees have not produced the promised revenue; and
WHEREAS, the costs of raising t e fees and revenue have been higher than
anticipated; and !

WHEREAS, attendance at Washington State Parks has dropped significantly and
not recovered as anticipated; and
WHEREAS, cost benefits to the tate of Washington, to parks' employees and to
the citizens and taxpayers from this trial program are highly questionable; and
WHEREAS, most Washington S ate Parks are in rural areas and accessible
mainly by personal vehicle; and
WHEREAS, rural economic dev lopment depends heavily on parks and
recreation for the tourism component of rural economic diversification; and
WHEREAS, counties and cities f the State of Washington have been negatively
impacted by the shift of recreation servi es to free county and city parks with resulting
commensurate UNFUNDED costs to 10 al governments; and
WHEREAS, we believe that the eople should have free access to the recreation
and parks properties they own,
NOW, THEREFORE, BE IT RE OL VED by the City Council of the City of Port
Townsend that the City petition Govern r Christine Gregoire, the Washington State
Legislature and the Washington State arks and Recreation Commission to end the
failed experiment in parking fees at all ashington State Parks and fund parks and
parks maintenance through regular legi lative budget and appropriations processes.
