RESOLUTION NO. 12-037
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON, AUTHORIZING THE CITY MANAGER TO ACCEPT A LOAN
FROM THE WASHINGTON STATE PUBLIC WORKS BOARD PUBLIC WORKS
TRUST FUND (PWTF) TO FUND THE MANDATED LONG TERM 2 ENHANCED
SURFACE WATER TREATMENT FACILITY
WHEREAS, the City is required to comply with the Long Term 2 Enhanced Surface
Water Treatment Rule (LT2ESWTR) regulation for providing at least 2-log inactivation or
removal of Cryptosporidium; and
WHEREAS, the City has chosen a UV disinfection treatment facility to meet compliance
with the LT2ESWTR; and
WHEREAS, the LT2ESWTR UV filtration facility's estimated total project cost is
$9,907,000; and
WHEREAS, the project is in the design and planning stage with construction estimated
to start in early 2014 and completion in early 2015; and
WHEREAS, the City desires to accept for the LT2ESWTR UV filtration facility project
PWTF loan of$5,000,000 with a loan fee of 0.5%; and
WHEREAS, the PWTF loan of$5,000,000 is to cover a portion of the project cost;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend that the City Manager is hereby authorized to accept the Washington State
Department of Health, Office of Drinking Water, PWTF Construction Loan
ADOPTED by the City Council of the City of Port Townsend at a regular meeting
thereof, held this 17th day of September 2012.
