RESOLUTION NO. 12-035
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON, AUTHORIZING THE CITY MANAGER TO ACCEPT A LOAN
FROM THE WASHINGTON STATE DEPARTMENT OF HEALTH, DRINKING
WATER STATE REVOLVING FUND (DWSRF) TO FUND THE MANDATED LONG
TERM 2 ENHANCED SURFACE WATER TREATMENT FACILITY
WHEREAS, the City is required to comply with the Long Term 2 Enhanced Surface
Water Treatment Rule (LT2ESWTR) regulation for providing at least 2-log inactivation or
removal of Cryptosporidium; and
WHEREAS,the City has chosen a UV disinfection treatment facility to meet compliance
with the LT2ESWTR; and
WHEREAS,the LT2ESWTR UV disinfection facility's estimated project cost is
$9,907,000; and
WHEREAS,the project is in the design and planning stage with construction estimated
to start in early 2014 and to be complete in early 2015; and
WHEREAS, the City of Port Townsend desires to accept from the Washington State
Department of Health, Office of Drinking Water, (DWSRF) construction loan; and
WHEREAS, the DWSRF loan is for$3,041,110 at a 1.5% fixed interest rate with a loan
repayment period of 20 years or life of the project, whichever is less; and
WHEREAS, the total of the DWSRF loan of$3,041,110 is to cover a portion of the
project cost;
NOW,THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend that the City Manager is hereby authorized to accept the Washington State
Department of Health, Office of Drinking Water, DWSRF Construction Loan.
ADOPTED by the City Council of the City of Port Townsend Lregular meetjng thereof, held
this 17th day of September 2012.
