ROLL CALL I Officers and members present were as follows: Mayør Steve, City Attorney Abraham, City Clerk Treasurer-Engineer French, Deputy Clerk-Treasurer Allert, Councilmen Judy,C~field, Parker,Wilson and Shaneyfelt. MINUTES It was moved by Councilmen Camfield/Judy that the minutes of the previous session be approved as Written and to dispense with the reading. Motion carried. A motion was made by Shaneyfelt/Camfield to seat Elizabeth Smith to ~osition 2 on the City council. position 2 has been vacant for sometime and she will serve out the remainder of the term. Roll Call: 5 yes. Motion carried. Elizabeth Smith was then sworn into her position by City Attorney Abraham. AUDIENCE PARTICIPATION Mr. Chuck Hansen from the audience voiced objection to the way the Planning Commission handled his Street Vacation application. His application was on the Planning CŒnmission agenda and after it was discussed, he was told of a moratorium against Street Vacations. This matter will be turned over to the Street Committee. I Mr. Mike Williams from Burroughs Corp. gave a presentation on a L9000 Computer System to replace the L5000 computer the City now owns. Mr. Williams will d~scuss this matter at greater length with the councilmen after the meeting. BID OPENINGS The following bid was opened for the Filtrati6n~Facility Installation: General Construction Co. - Port Townsend - $237,485.01 The bid was reviewed by the City's consulting engineer. The consulting engineer recommended rejection of this bid from General Construction because the bid was higher than 10% overrun permitted. 8 bids. A motion was mäde by Judy/Shaneyfelt to reject General Construction's bid and call for new Motion carried. Bid was rejected. The following bids were opened for two (2) 1978 Chevrolet Nova, 4 door Sedan, Police cars: South Tacoma Motor Co. - Tacoma,Washington $11,064.48 Bill Koenig Chevrolet, Oldsmobile Inc.- Pt. Angeles,Wa. $lO,587.54 I The bids were reviewed by Police Chief Doubek and Bob Kenyon. Chief Doubek recommended to accept the bid from Bill Eoenig Chevrolet Oldsmobile for $10,587.54. A motion-was made-by Parker/ Camfield to award_the bid for 2 new Police cars to B~ll Koenig Chevrolet,Oldsmobile. Motion carried. PUBLIC HEARINGS Sereet Vacation No. 7709-03 John Addie I Mr. John Addie is requesting that portion of Corona Street which divides Blocks 9 and 23 of the Dundee Addition, beginning at the intersection of Sherman Street and proceeding westerly to- it's terminus, be vacated. The Planning Commission recommended approval of this Street Vacat~on for reasons- that Mr. Addie owns all the property involved and that a master plan is being made for' all streets that would be logical for vacation and this is one probable vacation on that plan. Mr. John Addie and Mr. Hawley, Street Superintendent, from the audience spoke in favor of this Street Vacation. A motion was made by Wilson/Judy to approve John Addie's Street Vacation request. Motion carried. COMMUNICATIONS 8 A letter was received from the Port of Port Townsend submitting the në.me of "Haines Place" for the roadway between vacated Hanines St. and Kûhn Street.and bqunded by Sims Way and 8th Street. A motion was made by Judy/Parker to approve the name of "Haines t>:i~ce!";-' for the above said roadway. Motion passed. A letter was received from Richard Gastfield regarding his neigÌilior Al Choate parking his customers cars on Mr. Gastfield's side of Hastings Ave. sometimes for weeks. Mr.' Gastfield would like to see the City demand Mr". Choate to supply ample parking for his business, if the Grandfather clause is go.ing to be honored in Choate's case. Mayor Steve stated he discussed this with Police Chief Doubek and Mr. Choate is not breaking any law. 8 A letter was receive4 signed by several parties requesting there be a ,street light in£alled at the intersection of 20th and Haines. This was referred to the Light Committee. A letter was received from Stephen Warner requesting his Conditional U:se Permit which expired December 7, 1977, be renewed. A motion was made by Camfield/Judy .to renew this permit for 1 year. Motion carried. OLD BUSINESS I A motion was made by Judy/Parker to authorize the eonsulting Engineer 1:0 purchase property around the City's well in the Tri-Cities area. Approximately 3/4 of an acre will be purchased for $12,500. The appraised value of this property is $10,500. Motion carried. A motion was made by Camfield/Judy to cover the City's parking meters starting December 7th until Jan 1, 1978 Motion carried. I I A motion was made by Judy/Parker to accept the proposal by Seattle Nort:hwest Securities to be the City's bonding agent. Motion carried. I ORDINANCE NO. 1789 -"'-"'~- ,/ , . .. A motion was made by Camfield/ Judy that the first reading be considered the second and third be by Title only. Councilman Judy explains that this rate increase is necessary to do needed work on water systems, and also to help matchmoñëy-- of incoming grants. Roll call: 5 yes. Liz Smith abstained. Motion carried. A motion was made by Parker/Shaneyfelt to adopt Ordinance No. 1789. Roll call: 5 yes, Liz Smith again abstained. Motion carried. A motion was made by Judy/ Shaneyfelt that the first reading be considered the second and the third be by Title only. Roll Call: 6 yes. Motion carried. A motion WiS made by Judy/ CamDiëld to adopt Ordinance 1790. Roll Call: 6 yes. Motion carried. Ordinance adopted. NEW BUSINESS I A motion was made by Camfield/Shaneyfelt to set Public Hearings for the first Council meeting in January, for a Street Vacation request by Robert Such, and a Variance Request by Jeanne Willis. There being no further business to come before the Council at this timo~,Mayor Steve declared the meeting adjourned.
