AUDIENCE PARTICIPATION- A lady from the audience requested that ilihen the council considers raiB~ng the water rates, that they take into co~sideration people on fixed income~ and, perhaps, ,giving t~em a discount. Ray McGowen asked if the city keeps seperate records of the cost and income in regards to~he water£system outside the city lim~ts ~s opposed to in the city limits. French commented that the city does have records on this matter. City Clerk-Treasurer-Engineer NEW BUSINESS ORDINANCE, 1786 , , AN ORDINANCE APPROPRIATING THE SUM OF $25,000.00 TO THE PUBLIC WORKS EMPLOVMENT ACT FUND, AUTHORIZING EXPENDITURES THEREFROM, AND DECLARING AN EMERGENCY. The above ordin~nc~ was read for the first time and was discussed. ORDINANEE 1787 AN ORDINANCE FIXING AND ADOPTING THE TAX LEVY FOR THE YEAR OF 1~78 . The above ordinance was read for the first time. ORDINANCE 1788 AN ORDINANCE FIXING THE ATTENDANCE PÆY OF THE CITY COUNCILMEN, EFFECTIVE JANUARY 1, 1978. The above ordinance was read for ~he first time. It was moved by Judy/Ciprioti,that the first reading be considered and the second and the third b~ by title only. Roll eal!: 6 yes. Motion carried. A letter was received rrom the Port of Port Townsend requesting permission to lease Qn a yearly basis a portion of Jefferson Street south of the railroad tracks from Benedict Street approximately 300 feet in a westerly direction.,- This matter will be referred to the Street Com- 8 mittee. A second letter was received from the Port of Port Townsend requesting the City to name an alley located between Kuhn and Haines Streets which is an access road to a future industrial park. The matter will be referred to the Street Committee also. I A letter was received from Daryl f. Hedman requesting permission to appear before the Council on November I, 1977, to discuss using P.V.C. 200 plastic pipe rather than asbestos cement pipe on a water line in the Irondale area. Water Superintendent Jack fields comments that there are defi- ciency points issued to the fire District when plastic pipe is used. . Mr. Hedman may appear at any council meeting and discuss this matter ~uri~g Audience Participation. I COMMITTEE REPORTS Mayor Steve appointed Jonathan Dudley to a positicn on the Planning Commission vacated by Diane Vandell. He will complete the term which expires December 31,1978. Mayor Steve reappointed Jessie Harms to the Library Board. Her term expired September 18,1977. Mayor Steve asked if any of the Councilmen would be interested in acting as Chairmen for the United Nations for the City on October 24~.1977. finance Cömmittee will defer to the mayor on the negotiations with the Union. The firemen will accept the offer that was given to the Union. 8 BID OPENING The following bids were opened for installation of water meters: J. P. Surace Seattle,WA. Port Townsend, WA. A motion was made by Judy/Shaneyfelt that the bids be reviewed to see if they meet the speci- fications and the awarding of the bid be at the November 1, 1977 Council meeting. Motion passed. AUDIENCE PARTICIPATION 8 A high school student explained that she and a few fellow classmates were reviewing the City Council meeting for their history class. I ORDINANCE 1788 AN -ORDINANCE fIXING THE ATTENDANCE PAY Of CITY COUNCILMEN, EffECTIVE JANUARY 1, 1978. *Note: The above ordinance was adopted at the October 4th Council meeting but later found to be invalid. This invalid otdinanca was adopted with a roll call of 3 yes, 3 no vote. The Mayor cast the deciding vote of yes but the mayor is not allowed to break a tie vote on ordinances. The ordinance was then read for the first time. A motion was made by Camfield/Judy to consider 8 the first reading, and the second and third be:by title only. Roll call: 4 yes, 2 no, Parker rn~~ and Shaneyfelt voting no.A A motion was made by Judy/Camfield to adopt the above ordinance. Roll call: 5 yes, 1 no, Shaneyfelt voting no. This was referred to the Street Committee. 8 A letter was received from Brad OWen, State Representative, 24th District notifying the Mayor and City Council Members of a metting to be held Friday, Nov. 11th at. 2 p.m. at the Timberline restaurant in Shelton for the Legislative Delegation and City elected officials and Staff. * A motion was made by Judy/Parker that the bills and claims be paid.
