ATTEST "':O""f ,~2 ~,~ City Clerk-Treasurer I MINUTES OF THE REGULAR SESSION OF OCTOBER 4, 1977 The City Council of the City of Port Townsend met in regular session the 4th day of October at 7:30 p.m. in the Council Chamber of the City Hall, Mayor Joseph B. Steve. presiding. I ROLL CALL Officiers and members present were as follows: Mayor Steve, Councilmen Ciprioti, Judy, Camfield, Parker, Wilson, and Shaneyfelt. Clerk-Treasurer Allert. City Attorney Abraham, City Clerk-Treasurer-Ëngineer French, Deputy mINUTES 8 A~motion was made by Camfield/Ciprioti that the reading of the minutes be dispensed with and approved as wrvtten. Motion passed. BILLS AND CLAIMS The following bills and claims were presented for payment: Current Expense Equipment Rental Library Street 18,483.93 2,470.58 535.04 13,292.27 23,561. 72 695.94 I Water Park = Federal Shared Revenue 9,241. 33 A motion was made by Judy/Ciprioti that the bills and claims be paid. Motion passed. COMMUNICA nONS A letter was received from the Travel Reporter filing a caàim against the City by Richard Finkel for $64.33 damage to his car tire. A motion was made by Judy/Ciprioti to reject the claim and turn 8 it over to the City Attorney. Motion passed. A letter was received from the Port Townsend Planning Commission regarding a street vacation request by the Jefferson County Commissioners. The street to be vacated is that portion of Hill Street lying ,between 49th and 43rd Streets within the Jefferson County Fairgroundá and,àlso 45th and 47th between Jackson and Hill, Brackens Addition. A motion was made by Ciprioti/Judy thai: the council set a public hearing for the first council meeting in November on this street vacation request. passed. Motion I comMITTEE REPORTS Mayor Steve requsted a meeting of the Finance Committee on Monday and Tuesday, October 10 and 11. Mayor Steve reported on the Lords Lake Timber Contract. Merrill Ring will have completed the logging by the end of September. He will then burn the slash and re-seed this next 3pring. Mayor Steve reported on the Olympic Health District meeting. They discússed dissolving the I Olympic Health District and reorganizing the health districts seperatly with Clallam County having thier own and Jefferson County their own. This will be decided later Mayor Steve reported on money being received from the Public Works Employment Acits flund. An ordin~nce was passed in December 1976 but the state auditor doesn't feel it's adequate so a new ordinance was drawn up, with more specifics on the expenditures. Councilmen Judy reported on the new water meters. He said the state is not for=ing the city ,.8 to put in these new meters. The raising of the Eity~s water rates isn't just to improve the system~ outside the city limits but also for improvements that have to be done within the city. mayor Steve commented that the water meters won't cost the individuals anything. AUDIENCE PARTICIPATION. I A lady from the audience requested that when the council considers raisílng the water rates, that they take ~nto co~sideration people on fixed income~ and, perhaps, ,giving them a discount. Ray McGowen asked if the city keeps seperate records of the cost and income ,in regards to,fuhe water~system outside the city limits as opposed to in the city limits. French commented that the city does have records on this matter. City Glerk-Treasurer-Engineer NEW BUSINESS ORDINANCE, 1786 I AN ORDINANCE APP-RoP'RIATIN'C THE SUM "oF $25,000.00 TO THE PUBLIC UJoRKS EMPLOVMENT ACT FUND, AUTHORIZING EXPENDITURES THEREFROM, AND DECLARING AN EMERGENCY. The above ordinance was read for the first time and was discussed. 8 ORDINANEE 1787 AN ORDINANCE FIXING AND ADOPTING THE TAX LEVY FOR THE YEAR OF 1~78 . The above ordifiance was read for the first time. It was moved by Councilmen ¿amfield/Sh~neyfelt that the first reading be considered, the second and third be by title only. Roll call: 6 yes. Motion carried. Councilmen Camfield/Judy moved that the ordinance be addptl3d. Roll call: 6 yes. Motion carried. Ordinance adopted. ORDINANCE 1788 AN ORDINANCE FIXING THE ATTENDANCE PRY OF THE ~ITY COUNCILMEN, I EFFECTIVE JANUARY 1, 1978. The above otdinance was read for ~he first time. It was moved by Jud~/Cipriotithat the first reading be considered and the second and the third b~ by title only. Roll call: 6 yes. Motion carried. Councilmen Judy/Ciprioti made a motion to adopt this ordinance. Roll call: 3 yes, 3 no. Mayor Steve cast the deciding vote of yes. Motion carried. Ordinance adopted. A motion was made by'Shaneyfelt/UJilson to authorize .calis for bids on the filtration equipment and water meters. Motion 'passed.
