HomeMy WebLinkAbout2306 Supplemental Budget AppropriationsORDINANCE NO. 22~t06 AN ORDINANCE APPROPRIATING THE SUM OF $30,000 TO THE PARKS FUND FOR THE CONSTRUCTION OF GATEWAY PARK AND TRANSFERRING $15,000 OF THAT AMOUNT FROM THE CAPITAL IMPROVEMENTS FUND AND THE REMAINING $15,000 FROM THE WATER FUND; MAKING FINDINGS AND DECLARING AN EMERGENCY THEREFORE. THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND, UPON REVIEW OF THE 1992 BUDGET FOR THE CITY MAKES THE FOLLOWING FINDINGS: WHEREAS, in 1988, the City Council adopted the Gateway Concept Plan which included proposed acquisition and development of "Gateway Park" at Kearney and Washington Street, and WHEREAS, the City Council approved a plan for a Gateway Park in 1991,and WHEREAS, the implementation and funding for the plan was delayed due to financial concerns of the City Council, and WHEREAS, businesses adjoining the proposed mini-triangle parks have made a strong case for reconsidering funding of the Gateway Park to allow construction to occur in 1992, and WHEREAS, monies used for construction of the Gateway Park may be able to be used as matching money for' Keamey Street improvements, and WHEREAS, the Keamey Street improvements are scheduled to occur in Summer 1992 and delay in appropriating money for Gateway Park could eliminate the opportunity to use the funds to obtain matching money, and WHEREAS, monies from the Water Fund may be used for landscaping and an irrigation system to demonstrate the water savings which can be made through the use of drought tolerant species of plants and the use of a drip irrigation system, and WHEREAS, the foregoing emergency need was not reasonably foreseeable at the time of filing the City's preliminary budget and requires the transfer of and expenditure of money not provided for in the annual budget for 1992. THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND, IN REGULAR SESSION ASSEMBLED, DOES ORDAIN AS FOLLOWS: Section 1. The sum of THIRTY THOUSAND DOLLARS ($30,000) is here and hereby appropriated as a supplement to the 1992 Budget for the City of Port Townsend in the Parks Fund to pay for the construction of Gateway Park with a demonstration garden using drought tolerant plants and a drip irrigation system with funds of FIFTEEN THOUSAND DOLLARS ($15,000) being transferred from the Capital Improvement Fund from quarter percent Real Estate Excise Tax revenues and funds of FIFTEEN THOUSAND DOLLARS ($15,000) from the Water Fund as set forth in Exhibit "A" attached hereto as though fully set forth herein. Section 2. There is here and hereby found and declared to be an emergency requiting the foregoing appropriation in the 1992 Budget for the City of Port Townsend. Section 3. This Ordinance shall take effect, upon its passage, approval and publication in the form and manner provided by law. ' READ for the fn'st time on July 6, 1992.
