Ordinance No. 178~ - ~\\\\ôc'ë.\ \JA~I'.\\O~ I NEW BUSINESS An Ordinance vacating Garfield Street between Walker and Gaines Streets, Scott street from the midpoint of Blocks 176 and 177 in Estate Addition to Blaine street, Gaines Street be1:ween Garfield and Blaine Street, Landes Street between 57th and 58th streets, and 2nd street between Sherman and Hancock, and reserving easements. Camfield/Judy moved that first be second and third be by title only.. Roll call, ]-0. it be adopted. Ordinance No. 1783 was read for the third time by title only. Roll call 7-0. Steve presiding. ROLL CALL Officers and members present were as follows: mayor Steve, City Attorney Abraham, Deputy Treasurer, Verna Spindor and Councilman Cipfi6ti, 'Jud~J Parker, Wilson and Shaneyfelt. mINUTES as written. Judy/Parker moved that the reading of the minutes be dispensed with and that they be approved motion passed. commUNI CA nONS 8 A letter from William Cathcart requesting review of a Conditional Use Permit to operate an antique shop at 739 Lawrence Street which expired June 15, 1977. The permit was extended for one year only or until the property is sold. A letter from the Port Townsend Planning Commission requesting emergency funding for a City Planner on at lectt a part time basis to be supervised by the City Engineer. After considerablE) discussion it was decided that Randy Tyler be put on a contract basis with each assignment of work being reviewed upon completion and that his work be not in conflict with the city since he has private clients. A letter from Lowell L. Tiller, Crown Zellerbach Plant Engineer, resigning his chair on the Jefferson County Shoreline Advisory Commission. mayor Steve approved John Adams, one of the Ci:'s staff engineers to replace him as proposed by mr. Ciprioti/Wilson moved that the vacancy not be filled and that prospective candidates file for the office in the coming election. motion passed. A letter from monty D. mcCoy resigining from the position of Clerk-Treasurer of the City of Port Townsend effective July 8, 1977. The mayor requested an executive meeting in his office to discuss\personnel after adjournment of the regular session. '\ I , . commITTEE REPORTS Dale Judy, Water Committee, commented on the letter he received from John maxwell of the DSHS regarding the regulations which must be adhered to on water quality projects. I Jim Parker, Fire Committee, listed requests for fire hydrants. Parker/Wilson moved that ;:: r drant be installed at 25th and Hendrichs and also are at the NE corner of R and Rosewood. y City Engineer French reported that all requirements pertaining to the application for the Fisher ubdivision had been adhered to and that it would come before the Planning Commission on June 30th. 8 ,-~._--..-- --_°--__, ./ 577 MINUTES OF THE REGULAR SESSION OF JUNE 21, 1977 CONTINUED 8 PUBLIC HEARINGS A public hearing was opened by the Mayor to consider Conditional Use Permit Request No. 148 of Toby and Christine Sheffel to relocate an exiting antique shop into the front of their residence at 1132 Garfield. Letters of opposition to the request we~e read from Eliza M. Veola and Vada Bancher. Toby Sheffel spoke in defense of his request pertaining to traffic, taxes and the character of the neighborhood. Judy/Parker moved that the Conditional Use Permit be granted for the year, witha the usual restrictions and conditions. It will be ~he obligation of the applicant to petition the council to review the permit upon expiration. NEW BUSINESS I Ordinance No. 1784 ~" .: . An Ordinance amending sections 1 and 3 of Ordinance No. 1731. The above amended ordinance was read for the first time. It was moved by Councilmen Ciprioti/ Judy that the first reading be considered the second and that the third be by title only. Roll call: 5-0. Motion carried. It was now moved by Councilmen Parker/Judy that the ordinance be adopted. Roll call: 5-0. Motion carried. Ordinance adopted. I Cipriote/Shaneyfelt moved that the resignation of the Sydney C. t:IXenk be accepted. Roll call: 3 Yes, 2 No. motion carried. Motion passed. COMMUNICATIONS I A letter from Bruce Anthony requesting the City agree to let him "jointly use" the public parking area on Monroe Street adjacent to his property. This request would allo'~ him to construct additional office space. After some discussion Ciprioti/Parker moved that Mr. Anthony apply for a variance. Roll call:2 Yes 3 No, Shaneyfelt, Judy & Wilson casting the negative votes. Shaneyfelt/Judy moved that the Anthony request be ap- proved for joint use on a space available basis. Motion passed unanimously. ;~ttorny Abraham presented a resolution whereby the Council would agree to said joint use. RESOLUTION NO. 77-1 I Judy/Shaneyfelt moved that the resolution be adopted. RESOLUTION NO. 77-1 WHEREAS,AN APPLICATION HAS BEEN MADE FOR DAYTIME JOINT USE OF A PUBLIC OFF-STREET PARKING FACILITY AT MONROE AND WASHINGTON STREETS IN THE CITY OF PORT TOWNSEND, AND 8 WHERESS, THE USE FOR WHICH APPLICATION IS BEING MADE TO UTILIZE THE OFF STREET PARKING FACILITY IS INTENDED FOR USE BY THE PUBLIC, AND WHEREAS, THE APPLICANTS PROPERTY IS LOCATED WITHIN 500 FEET OF SUCH PUBLIC PARKING FACILITY AS REQUIRED BY THE CURRENT ZOMING ORDINANCE, AND WHEREAS, THE COUNCIL FINDS THERE IS NO SUBSTANTIAL CONFLICT -, .
