Steve presiding. ROLL CALL Officers and members present were as follows: Mayor Steve, City Attorney Abraham, City Clerk-Treasurer McCoy and Councilmen Ciprioti, Judy, Wilson, Parker, Camfield, ,Klenk, and Shaneyfelt. MINUTES It was moved by Councilmen Camfield/Judy to approve the minutes of the previous session as written and to dispense with reading them. Motion Carried. COMMUNICATIONS A letter from the Fort Commission proposing certain changes in the Kah Tai Lagoon area relating to unopened streets, park development :and funds for said development. Asking Council to meet with the port Commission to discuss said proposal. S~id meeting was set for Monday, April 11, 1977, at 7:30 P.M. . A letter from' the Washington State Highway Com~i~sion' advi~ing that staff personnel. will be contacting the City with respect to Urban Arterial data and the 6 year street program. 8 A letter from the Western Washingtdn Council of American Youth Hostels ~t~ting th~t " , ' they wish to appropriate funds to pur~hase signs, posts, etc. to complete the bike route i~ Port Townsend. Additionally, requesting that they be allowed ~o'affix'Americari Yo~th Hostel signs to the bike rout~ posts. Referred to' the Str~et Department. ' " , COMMITTEE REPORTS Mayor Steve appointed Rene Bergstrom to the Shoreline Management Advisory Committee to replace Eugene Woods who is resignin~. I' , Mayor Steve also appointed Mary Murdoch to the Park Board to replace Don Rosbach who resigned. Steve reported that the wiring at the golf course club house is in need of repair and referred the issue to the B~ilding Com~ittee. Council~an Parker reported that the fire committee is still reviewing the annual fee paid by the ~tate for fire protection to determine whether said fee should be increased. I Councilman Judy reported that a Water System Improvement Plan had been drawn up. Said plan was discussed by the Council. Councilman Ciprioti noted that the Council had not formally adopted a metering program which includes beginning and finishing dates. he recommended the System Improvement plan be ~mended to read: The concept of metering is endorsed by the City. When engineering cost estimates are obtainEd the Council plans to proceed and hopes to complete the metering project within 3 years. Judy/Ciprioti that said plan be approved by the Council. Chair called for a unanimous affirmative vote. There was no negative vote heard. Plan approved. Mayor Steve and Engineer French spoke of the need to develop and adopt some type of short plat ordinance. Attorney Abraham noted that Assessor's Office will not r'~cord City sub- divisions until a short plat ordinance is in effect. He also recommended that the Council adopt some type of minimum requirement short plat law. Mayor Steve referred the matt'3r to the Legisl~~ tive Committee and City Attorney to draw up some type of short plat ordinance to be presented td the Council for consideration. 8 ....... ~ 57] MINUTES OF THE REGULAR SESSION OF APRIL 5, 1977, CONTINUED 8 Other audience p~rticipation: A Charles Hines asked who is resPQnsible fQr dogs I running loose on the floats at the port boat haven. Abraham stated that the .City ,is responsible. It was noted that the animal control officer cannot beevery~here at onc~ but that special attention would be given to the port area. ~ Paul Gahr asked why meters are not placed on all streets in 1:he business district. Mayor Steve mentioned that he and the Police Chief had been discussinq the installation of more meters. Chief Doubek noted that off street parking should be ,provided for business people before the entire downtown area is metered. PUBLIC HEARINGS I Public Hearings were set as follows: 136 - Stroeder alley vzcation - May 3 138 - Thelen street vacation - May 3 140 - Minish variance - April 19 It was moved by Councilmen Camfield/Ciprioti to approve the above Public Hearing dates. ROLL CALL Officers and members present were as follows: City Attorney Abraham, City Clerk=Treas-, urer McCoy and Councilmen Cipriote, Judy, Camfield, Parker, Wilson, Shaneyfelt and Klenk. Mayor I Steve was absent. .1 MINUTES It was moved by Councilmen Klenk/Camfield that the minutes of the previous session be approved as writtenaand to dispense with reading them. Motion carried. BILLS AND CLAIMS The following bills and claims were presented for payment: Current Expense Fund Water/Sewer $178.67 30.00 [t was moved by Councilmen Klenk/Camfield ~hat the bills and claims be paid. Motion carried. COMMITTEE REPORTS 8 Co'uncilman Parker reported that he had met with Mr. Belarud, Manager of Fort Warden Stat,e Park, regarding the contract for fire protection between the City and said park. He noted that fne year remains on the existing contract but that Fire Chief Jones will attemp to assess the host to the City for providing Fire protection at Fort Warden. I Engineer French reported that the ~.U.D. committee met with the Port Commission Monday, ~pril 11 at 7:30 p.m. to discuss the Kah Tai Lagoon proposal submitted by said Port Commission. ~e also commented that the Port Commission is going to Formally adopt said proposal development plan. II Engineer French reported that bids have been received to undertake the street Monument program but that he would recomment said bids be reviewed by the Street Committee. Councilmen Camfield/Klenk moved that the bids be submitted to said Street Committee. Motion passed. I Attorney Abraham presented material relative to short plats to the Council. Couneilmen Camfield/Klenk moved that said material be referred to the Planning Commission. Motion passed. I Councilman Judy reported that in researching property ownerships at City Lake it now appears that the City owns all adjacient property. I I PUBLIC HEARINGS The first public hearing to come before the Councit was that of Mr & Mrs Alan Minish fo~ f variance to the side yard set back requirement of the zoning ordiance. Said variance request I~as for property at the following location: Eisenbeis Addition Blk. 77 Lot 1 commonly known as 1155 Wilson Street. Planning commission recommendation to gran variance was read. Letters ~rom James DeLeo and Terry De Leo in opposition were read. The hearing was opened to the audience for comment. 8 I Mrs. Minish stated that they we~e not aware their garage was built up to the property I 11 ine, and they certainly would not have built it had they r,eal iz,edi t was not within the law. II Mr. James DeLeo spoke in opposition to the variance stating that he is lien holder on the propert~ &nvolved and that he feels the Council would be setting a precident by allowing this zero set- II back. Terry DeLeo spoke against the variance, he is the adjoining property owner and stated <'-,---
