RESOLUTION NO. 12 -040
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON, AUTHORIZING THE CITY MANAGER TO EXECUTE A
CONTRACT WITH FCS GROUP FOR THE COMPLETION OF A RATE FORECAST
UPDATE AND RATE DESIGN
WHEREAS, the City of Port Townsend recognizes the importance of financing
upcoming capital improvement projects; and
WHEREAS, water and sewer rates fund capital investments and operations and
maintenance; and
WHEREAS, FCS Group has submitted a scope of services for the completion of a rate
forecast update and rate design; and
WHEREAS, the City and the Consultant are desirous of entering into an Agreement to
formalize their relationship; and
WHEREAS, it would be beneficial to the City to utilize the Consultant as an independent
entity to accomplish the City's objectives and goals to set equitable rates, fees and charges; and
WHEREAS, the City does not have sufficient staff or expertise to conduct such services
itself, and
WHEREAS, the City has investigated the qualifications of the Consultant and finds that
the Consultant is qualified to perfonn the services required;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Port Townsend that the City Manager is hereby authorized to execute a contract with FCS Group
for the completion of a rate forecast update and rate design.
ADOPTED by the City Council of the City of Port Townsend at a regular meeting
thereof, held this fourth day of September, 2012. 1 &J
