Steve presiding. 8 ROLL CALL Officers and members present were as follows: Mayor Steve, City Attorney Abraham, City Engineer French, Clerk-Treasurer McCoy, and Councilmen Klenk, Ciprioti, Judy, Camfield, Parker, 5pindor and Black. lvrll~ UTJ2,S It was moved by Councilman Camfield, seconded by Councilman Klenk, that the reading of the minutes of the previous session be dispensed with. Motion carried. I BILLS MID CLAIMS The follocdng bills and claims were presented for payment: Payroll Fund Current Expense Fund Water-Sewer Fund Library Fund Park Fund Street Fund Garbage Fund Firemen's Pension and Relief Fund Federal Shared Revenue Fund Cumulative Reserve Fund $20,468.01 15,443.75 27,776.02 1,866.48 597.74 5,988.23 4,526.88 211. 28 5,8e9.21 2,742.50 I It was moved by Councilma~ Camfield, seconded by Councilman Klenk, that the bills and claims be paid. carried. Hotion COMMUNICATIONS 8 The following communications were presented and read to the Council: A street vacation request from Lowell and Lillian Tiller, Edward and Eileen Barcott, and Charles and Dorothy Ingalls, for that portion of R Street lying betlieen Rose and ',{illmv Streets was referred to the Planning Commission. A claim for injury from Helen L. Eaton for injury sustained from a fall on a City sidewalk was tabled and referred to the insurance carrier. A letter commending the City for its animal control act and subsequent enforcement from Max and Phyllis Bee was read. I A letter from the claval Air Station on ~ihidbey Island in answer to the City's objection to low-flying aircraft over the City asserted that in fact no flight pattern involving low-flying aircraft is over the City. The Navy expressed its intent to cooperate with said City in any way possible. A claim for damages from Jack and Wanda Kinsley in the amount of $1,986.72. The Kinsleys claim that the City was negligent on February 14 by allowing seliers to back UD into the Key City Lanes Bowling Alley, causing damage in the above-mentioned amount. Referred to the insurance carrier. PUBLIC HEARINGS The following public hearings were re-set for April 16, 1974: Hensel, Slianson-Caster, D'Andrea, and Rodgers variance request. The hearing for Rodgers street vacation request was set for May 7. Port Street Vacation: It was moved by Councilman Black, æconded by Councilman Parker, that the vacation be granted with the following exceptions: San Juan Avenue between Sims Day and Jefferson; utility easements on Haines and McNeill. Motion carried. 8 BID OPENING The following bids for a road grader were opened: Craig Taylor Equipment Northwest Roads $20,219.00 46,953.00 It was moved qy Councilman Camfield, seconded by Councilman Spindor, that the low bid be accepted. carried. Hotion I CO1~1ITTEE REPORTS Mayor Steve appointed Clerk-Treasurer McCoy to the Ancillary Manpolier Planning Board. was named as his alternate. Councilman Black Councilman Camfield reported that the following Federal Shared Revenue money had been earmarked: Fire truck Plectron radios Litter cans 9000.00 4000.00 2000.00 I It was moved and seconded that the earmar!<ing be approved.
