Mayor Joseph B. Steve presiding. ROLL CALL Officers and members present were as follows: Mayor Steve, City Attorney Abraham, Deputy City Clerk Pedersen, City Engineer French, Councilmen Scheyer, Camfield, Judy, Rosbach and Hufford. Councilman Sahli absent. MINUTES OF THE PREVIOUS SESSION I It was moved by Councilman Camfield, seconded by Councilman Judy that the minutes of the previous session be dispensed with. Motion carried. Voucher 23 through 24 ..................... 29.69 It was moved by Councilman Judy, seconded by Councilman Camfield that the bills and claims be approved as read and that the Mayor and Clerk be authorized to draw warrants upon the proper funds for payment of same. Motion carried. 8 COMMUNICATIONS The following communications were presented: PETITION FOR REZONING The undersigned owners of property more pa~ticularly described in the exhibits hereto attached hereby and herewith petition the City of Port Townsend to rezone from residential to commercial all the property lying between Sheridan and the city limits abuting on the state highway or being immediately adjacent thereto. Should this petition not be granted, then petitioners specifically petition that the parcels of property more particularly described in the exhibits herein before mentioned be rezoned from residentail to commercial. /s/ George Gunn, Allan Owyen, William Bishop I The Mayor referred this request to the Planning Commission for recommendation. A National Transportation Week Proclamation was read in which the Mayor proclaimed May l3 through 19 inclusive as National Transportation Week for 1973 and May 18,1973, as National Defense Transportation Day in accord- ance with Congressional resolution passed unanimously in 1957. The following letter was read: Mr. Joseph Steve, Mayor and City Council Members Port Townsend, Wa. Gentlemen: This letter is in reference to a fence placed across Reed Street at juncture with Quincy Street near City reservoir. This fence was placed there because in the opinion of Mr. Steve it would stop parking and the throwing of beer bottles etc. into the City reservoir. As soon as the reservoir is covered which I understand will be required by-July, 1973, I am asking that the fence be removed entirely. The reason is that we own a block of 4 lots on this street which we are interested in selling. There is no other road opened to reach these lots. This is a public street and it is hard to try and convince a potential purchaser that there ia access to the property with a heavy gauge, metal wire, cyclone, fence across this public street. We are willing to go along with it until the reservoir is covered, provided it is done by July 31,1973. Otherwise we may feel obliged to take some other action to have it removed. Kindly keep this request in mind for near future consideration. Thank you. 8 /s/ E. R. May, 1609 Jackson St., Port Townsend I The Council was informed that the American Legion had turned in a claim against the City of Port Townsend for $1201.84 for damages suffered when a city water main broke. The Deputy Clerk was instructed to turn the claim over the city's insurance company. Mayor Steve opened the meeting for comments from the audiance. Three men representing a neighborhood coalition wanted to know the procedure for the city to check out a dwelling on S and Cherry Streets that they thought of as a fire and health hazard. The City Attorney said that the city does have an ordinance under which the Fire Chief can make a determination of a fire hazard and notify the owner by letter to correct the situation. If nothing is done the city can tear the building down. Mayor Steve mentioned thepe were many instances of homes in this condition, not just this particular one. He stated he felt this was a neighborhood argument and instructed the representatives to contact the health department if there was a health problem and the fire department if there was a fire hazard. I Denny Sullivan, representing the Jefferson County Humane Society, asked the city if it would put money in its next year's budget for the society and take over its management. Councilman Camfield said he would like to see it included in the preliminary budget for next year for the council.s consideration. The City Attorney advised consulting with the county since they also have a financial interest in this. 8 43~. MINUTES OF THE REGULAR SESSION OF MAY 1,1973, CONTINUED ~ PUBLIC HEARINGS Mayor Steve opened the public hearing. on the parking variance request from Pedersen Oil Company. The request had not been referred to the Planning Commission. Roger French stated tha,t since he was consulting engineer on the proðect, he felt he should not make a recommendation on it. The ~~yor asked him to elaborate on the request to the audiance. Mayor Steve said that no action would be taken tc,night and the hearing would be continued at the next regular meeting. I Mayor Steve opened the public hearing on a rezone of Lots 1, 2, 12, 13 and l~, in Block 33 of the Railroad Addition. A letter was read from the Planning Commission recommending rezoning this property to C-2. There was no comment from the audiance and the hearing was closed. It was moved by:Councilman Camfield, seconded by Councilman Scheyer that the petition for rezone to C-2 be approved. Motion carried. OLD BUSINESS Ordinance No. 1674 presented and read for the first time at the previous meeting was read again in full for the second time: I ORDINANCE NO. 1674 AN ORDINANCE APPROPRIATING THE SUM OF TWO THOUSAND DOLLARS TO TEE CITY ENGINEER BUDGET, AND DECLARING AN EMERGENCY. It was moved by Councilman Scheyer, seconded by Councilman Judy that the third rea,ding be by title only. Roll call was as follows: Yaes, Councilman Scheyer, Judy, Camfield, Rosbach; abstain, Councilman Hufford. The ordinance was read again for the third time by title only. It was moved by Councilman Scheyer, seconded by Councilman Judy that the ordinance do now pass. Roll call was as follows: yaes, Councilmen Scheyer, Judy, Camfield, Rosbach; abstain, Councilman Hufford. The ordinance was adopted. 0 Ordinance No. 1675 presented and read for the first time at the previous meeting was read again in full for the second time: 8 ORDINANCE NO. 1675 AN ORDINANCE APPROPRIATING THE SUM OF ~IGHTEEN HUNDRED DOLLARS TO.SALARIES AND WAGES IN THE 1973 BUDGET OF THE POLICE DEPARTMENT, AND DECLJRING AN EMERGENCY. It was moved by Councilman Camfield, seconded by Councilman Judy that the third re!ading be by title only. Roll call was as follows: yaes, Councilmen Scheyer, Judy, Camfield, Rosbach and Hufford. The ordinance was read again for the third time by title on~y. It was moved by Councilman Camfield, seconded by Councilman Judy that the ordinance do now pass. NEW BUSINESS I The following ordinance was presented which would repeal the admission tax oI~inance: ORDINANCE NO. 1676 AN ORDINAN~E REPEALING ORDINANCE NO. 1155, AS AMENDED BY ORDINANCE NO. 1353. 8 It was moved by Councilman Camfield, seconded by Councilman Rosbach that the first r~ading be considered the' - second, and the ~-thiTd reading b~ by title only. Roll call was as follows..:' yaes, Councilmen Scheyer, Camfield, Rosbach, Hufford; n~s, Councilman Judy. The ordinance was read again for the third time by title only. It was moved by Councilman Camfield, seconded by Councilman Rosbach that the ordinance dcl now pass. Roll call was as follows: yaes, Councilmen Scheyer, Camfield, Rosbach, Hufford;, nays, Councilman Judy. The ordinance was adopted. Mayor Steve said he had a request from the City Engineer to pursue a 10~ grant of $5,200 from the Economic Assistance Authority for an extension of the sewer line down Taylor Street. The Engineer explained that this was to service the old Black Ball dock which was in the process of being developed and hopefully would provide 27 pew jobs. It was moved by Councilman Judy, seconded by Councilman Camfield that the City Engineer be given the aut~ority to apply for these funds. Motion carried. Mayor Steve set a public hearing date of June 5th, 1973, for the street vacation request of Hendricks Street between 19th and 20th. Mayor Steve announced -the appointment of Robert Yandell to a one year term on the Park Board commencing . May 1, 1973. . I Mayor Steve said he had been approached by union representatives about medical benefits for Police and Firemen to be similar to that given to other employees recently. The City Attorney pointed out that by law the city is required to provide police and firemen with 10~ medical coverage and this is why they were left out of the ordinance just recently passed. Mayor Steve appointed the finance committee to look into this situation and have a recommendation at the next meeting. Councilman Judy said the council has discussed the chair vacated by Don Hoglund and he suggested Joe Ciprioti to fill it. The City Attorney said that this position Will be on the ballot in the fall.
