CONTINUED ACCEPTANCE OF JET PUMP BID 8 Engineer French said that the bid of Sahlberg, Equipment, Inc. of $10,433.65 was in order that it hadÅ“ met the bid sp~cifications. Supt. Hawley was asked if he had the jet pump already, the answer was yes for a few weeks. It was ~oved by Councilman Sahli seconded by Councilman Camfield that the bid of Sahlberg, Equipment, Inc. for the ~~~~u~p for $10,433.65 be accepted. Motion carried. Engineer French announced that there was going to be a meeting of the Shore Line Management Advisory Commission at 8:00 pm at the county court house and would like very much if the Mayor, Çhairman of the Planning Commission and as many councilmen attend as possible, it would be a combined meeting along with the county commissioners. . /~I.---/ Councilman Scheyer said that Conncilman Hoglund had asked him to make a motion to accept his resignation, at that, Councilman Scheyer made a motion to accept Councilman Hoglunds resignation. Mayor Steve said he would prefer to wait longer before accepting the resignation ,in the hopes something would change Initiati~e 276 requirements. There was not a second to the motion. ADJOURNMENT I As there was no further business to come before the council at this time, it was moved by Counc~lman Camfield seconded by Councilman Rosbach that the meeting do now adjourn. A vote was taken to ask the City Council to pass aresolution in opposition to this legislation. votes against the legislation, one proponent, and Mrs. Crist voting by phone. Smith for a fibre glass, plant growing structure. Mayor Steve said to hold the letter and read again at the public hearing Feb. 20th. . I A letter was also read from the Planning Commission on the request for a variance by Russell V. Smith. Steve also said to hold and read again at the public hearing Feb. 20th. Mayor Feb. 5,1973 Honorable Mayor City Council City of Port Townsend Gentlemen; At the January meeting of the Port Townsend Planning Commission a Public Hearing was held for the purpose of rezoning the uptown area. 8 Due to the publiv response and extended hearing was held. During the hearing, enough alternate posibilities were presented, so that the Commission felt it in the best interes of the City to table further discussion until the next scheduled meeting to allow the Comission to further consider their recommendation. Port Townsend Planning Commission Kay Miner, Chairman Two letters were read from the Planning Commission on their recommendation for the vacations of certain streets for the North West Evangelical Free Church Homes, Inc. and'DeLeo Brothers. The City Clerk sàid that no public hearing had been set for three requests for street vacations that had been requested. Mayor Steve set a public hearing date of March 6th 1973 for the public hearings. I co~rnITTEE REPORTS Mayor Steve reported that we are going to have to have another councilman, that Don Hoglund had informed him that he was finished. Mpyor Steve said he would ~ntertain a motion to accept Don Hoglu~ds resignation as a councilman for the city of Port Townsend. Councilman Judy made a motion seconded by Councilman Rosbach that the resignation submitted by Councilman Hoglund be accepted. Motion carried. .Þ I Mayor Steve asked the council to thLnk of someone one to ap~oint to fill the vacancy left by Con Hoglund and who ever was appointed would probably have to run in this years election for the unexo1red term. Mayor Steve asked the council to appoint a new Mayor Pro-tem. Councilman Scheyer made a motion seco~ded by Councilman Camfield that Councilman Judy be appointed Mayor Pro-tem. Motion carried. Councilman Scheyer said that he had placed on each councilmans desk and the Mayors desk a list of priorities he felt should figure in on the revenue sharing. Mayyr Steve read the following list. 8 REVESIUE SHARING PORT TOWNSEND CITY PRIORITIES 1. Continued cooperation with the Port Commission on development of the lagoon park - Restoration of the entry to the city. 2. Refunding worthwhile community programs which will be dismantled with 010. drug education program. 4. Library Principally expanding the circulating volume of new books. Mayor Steve read the following council committees for the year 1973. Finance .. Sahli, Hufford, Rosbach. Water - Judy, Camfield. Street & Sewer - Hufford, Judy. Pôlice & License, - Camfield, Hufford. Building & Sanitation - Scheyer, Camfield. Fire & Light - Rosbach, Sahli. Legislation - Council as a whole. In particular recreation and the I Street Supt. Hawley, asked permission from the council to prepare and call for bids to lease the pickuD sweeper that had been discussed for the past month or so. He said the initial cost of the machine would be around 20,000. dollars if one was bought new. He said we are thinking on bidding on used machine, it would cost about 6,000.00 dollars a year to lease it for two years and at the end of the two year period would be paid off in one lump sum, the balance would be in the neighborhood of 18,000.00.totalwhich there would be some interest on it in the two year period. The monthly cost would be 515.00 or 516.00 he didnt know for sure, we are going to call for bids and see who gives us the best offer, maybe we will get one for 14,000.00 that would qualify to the specs that will be written. He said that he has had a sweeper here free of charge on demostration, naturally it would be bid but did not know what the price would be, there was other people that are interested and probably would bid. He said he was going to have to send the sweeper back unless affirmative was taken, if there was any chance for them to bid they would leave the machine here. Supt. Hawley also stated that all other cities are under the gun as far as the inspection fr~m the Air Polution Agency, they are all buying these types of maehines by request, they have been told tojbuy a pickup sweeper or dont sweep anymore. He said this type of machine picks up the gravel in a three yard container, it dosent throw gravel or dirtup on lawns, it can be used on streets that has no curbs. Councilman Hufford said frankly he w;:¡,s not convinced in the number of streets that was mentioned that it would warrant at this time in putting out that much money. ' Attorney Abraham said that he had been in contact with Mr Hawley and had been thinking along the line fo a two year lease with option to buy at the end of that period. After some further discussion, it was moved by Councilman Judy seconded by Councilman Hufford to call for bids on a lease purchase. Motion carried. I Supt. Hawley reported that the State Department of Agriculture Pesticide Division had a short course here in Port Townsend, quite a number of our people took the course, passed and are nm.¡ public pesticide operators. 8 OLD BUSINESS Attorney Abraham said the previous resolution ~as held over until this session, and at the rAquest of the Librarian, he had made a replacement which better expresses the existing situation and would suggest that the later version be substitutèd for the one read last time. Mot~on carried. 426 MINUTES OF THE REGULAR SESSION OF FEBRUARY 6th 1973, CONTINUED --~------ .-- --. .------ - --- ------.-.- ----.----_._-- ------ -------------- -~-----._--- ---- ---- -. -_. ------.-- --- ._------------------------ - ---.---- The City Clerk spoke before the Mayor and Council on the official Seal for the City of Port Townsend, he said that fifteen years ago a new seal had to be made, and just lately, checking on the old seal, had found there had been some changes made on the new seal. The new seal ~ad City of Port Townsend, State of Washingon, the old seal had City of Port Townsend, Washington Territory. The vity Clerk felt that it would be a good gesture on the Dart of the Mayor and City Council to turn over the old seal to the historical society. After some further discussion, it was moved by Councilman Camfield seconded by Councilman Judy that the old seal be placed on permanent loan to the Historical Society. Poulsen addressed to the City Council was read in which he objected to the use of defoliants in the City of Port Townsend. mr. Poulsen, speaking from the audiance, stated he was called by Ed Hawley, the Street Supt., one evening. mr. Poulsen said that he took exception to remarks made by mr. Hawley to him. mr. Hawley stated if he offended mr. Poulsen that was his problem as it was not his intention. BID AWARD City Engineer French reported on the review of the garbage truck bids that were opened at the February 6th Council meeting. He recommended accepting the Kenworth chassis and the Truckweld packer package for $28,406. He stated that the difference between that and the Thomas-Truckweld bid which did not entirely meet specifications was $1,159. Councilman Camfield moved that the bid recommended by the Engineer of the Kenworth-Truckweld combination be accepted. It was seconded by Councilman Judy and passed. Engineer French stated the total bid will be $28,906.00 including sales tax. 8 PUBLIC HEARING The public heæing was opened on the request for a variance from the zoning ordinance by Russell V. Smith to build a greenhouse within two feet of his property line. Engineer French stated that the city has no ordinance that controls the set-back of accessory buildings. A letter from the Port Townsend Planning Commission was read recommending acceptance of the variance if the abutting property owners, i.e. the Trinity methodist Church, did not object. A letter from the Board of Trustees of the Trinity methodist Church was read opposing the variance request. Councilman Camfield asked if mr. Smith actually needed a variance. City Attorney Abraham stated that under the interpretation the council has been following, he obviously does not...it is an attempt to regulate a situation that the ordinance does not regulate. Councilman Camfield said since the law does not cover this situation he would pass the matter back to mr. Smith to act on as he saw fit. No decision was made by the council. I REQUEST FOR VARIANCE A request for a variance from the zoning ordinance from H.J. Carroll was read. He is building a house in lot 1 of the Carroll's Addition and it inadvertently,has been placed ten feet from the street line instead of the required twenty feet. He is requesting a variance since it .would create a hardship to move the structure. mayor Steve referred this request to the Planning Commission for recommendation. I NEW BUSINESS Councilman Sahli asked if the Council would approve an expenditure of money for Engineer French to obtain ten copies of the Uniform Building Code for review and study. There was general agreement but no formal action. Councilman Hufford brought up the problem of the unsightly concrete planters lining downtown Water Street. mayor Steve said he has instructed the Street Superintendent to contact the appropriate businessment about removing them. Councilman Hufford stated the city may be paying a lot of money for gravel in the near future. He asked about the possibility of tying up gravel somewhere. Street Superintendent Hawley said there are several sites available...one in town and one in the country. mr. Hawley said Gary Lindsey owns twenty acres of land out of town that has gravel and would be available for purchase. mayor Steve asked Councilman Judy to investigate the possibilities of purchasing a gravel site. 8
