Ma~or Steve presiding. ROLL CALL Officers and members present were as follows: Mayor Steve, City Attorney Abraham, City Clerk Youngblood, , Councilmen Scheyer, Hoglund, Judy Camfield, Sahli, Huff"ord, present. Councilman Rosbach absent. MINUTES OF THE PREVIOUS SESSION Minutes of the previous session were presented ,and it was moved. by Councilman Hoglund seconded by Councilman Camfield that the minutes of the previous session be dispensed with. Motion carried. COMMUNICATIONS The following communication was presented and acted upon as follows: 8. ::J From Victorian Village Mobile Homes, Port Townsend, Wn. April J, 1972, to-wit:. Port Townsend City Council, Port Townsend, Washington For some time past it has been increasingly difficult for us at the Victorian Village Mobile Homes to find adaquate to display the various mpdels of mobile h.omes we offer for sale. I We were quite happy when we were able to arrange a years lease on the two lots across 10th street from our office' for it gave us the space so necessary for us to properly display the new models coming in. Our use of.the lots mentioned is only for storage and displ~. It is not our intention to construct a~ perma- nent buildings, or to connect to the city water and sewer lines. In our opinion we were not doing an,thing unlawful, nor do we intend to do so. Therefore, we were very much surprised to receive the attached from the the office of the city engineer. If the city council agrees with the city engineer that we have erred in making what we considered a noraal and necessary expansion of our display area, then we respectfully request the city council to grant at least a tem- porary variance of the R 1 zoning ardinance to permit us to use this essent~al and very necessary additional space for display. I'. i , ! Respectfully submitted, VICTORIAN VILLAGE MOBILE HOMES Richard M. Morgan The City Clerk informed the Mayor that Mr. Morgan had not paid the fee so that a public hearing could be held. Mayor Steve said he thought that Mr Morgan had been informed and thought he was going through the procedure of applying to the Planning Commission for a variance and so would wait and see what comes of it. Councilman Scheyer asked that the letter from the Engineer be read. Victorian Village Mobile Home Sales 10th & Sheridan Port Townsend, Wa. 8 Gentlemen: , This office wishes to advise you that your business location and operation is classified as "non-conforming" to the requirements of R-l zoning. It is legal because of the "grandfather" clause. This office requests that you cease and desist the expansion of your business across 10th Street immediately. Mayor Steve said he had a letter from the Department of Housing Urban Development on the Admiralty Hotel, he said that sometime ago that he the City Engineer, City Attorney and Fire Chief discussed the plans on the renovation of the HoteL Before the department can approve the hotel into apartment units, it would be necessary, for the city to pass a resolution similar to the Resolution 71-4 ~ij the council adopted March 2,1971. Mayor Steve said if all were in agreement he would have the city atto~ney draw up a resolution for the next meeting. No objection tv the council. M~yor Steve ooened the meeting to the public. Representatives from the Port Townsend J~cees and the Men's Gargen.~ Club of Jefferson County spoke before the council asking the city to participate in the proposed park development at the KahTai Lagoon, and also offered their services in whatever way it might be utilized by the city. Considerable discuàsion on the intricate funding proced,res which had been proposed such as matching fund requirements, property acquisitions and the citys contribution services with city personnel and equipment. It was brought out if and when the park was completed it would be the citys duty to maintain the park, upon which Councilman Hoglund questioned the city's ability to absorb maintenance of such a park as an annual budgetary item Councilman Hoglund suggested a meeting be held with port officials. Councilman Scheyer made a motion seconded by Councilman :1' street light be installed at 50th & Kuhn. Motion carried. I, II NEW BUSINESS I \1 Ii Under new business, the City Clerk asked permission to call for bids to furnish the city with Liability Insur- I !; ance coverage, bids to be opened May 2, 1972. It was moved by Councilman Hoglund seconded by Councilman Judy that II Ii the city clerk be authorized to call for bids as requested. It was moved by Councilman Judy seconded by Councilman Hoglund that hhe resolution be adopted. Upon the questi')n Mayor Steve said he would like to know about any resolution from any department before being brought upon the floor. Motion was carried. I ORDINANCE NO. 16'39 AN ORDINANCE APPROPRIATING THE SUM OF NINETEEN HUNDRED AND ELEVEN DOLLARS TO THE CITY CLERK BUDGET, FOR SALARIES AND WAGES, FOR THE YEAR 1972, AND DECLARING AN EMERGENCY. ORDINANCE NO. 1640 I AN ORDINANCE APPROPRIATING THE SUM OF NINETEEN HUNDRED AND ELEVEN DOLLARS TO THE CITY TREASURER BUDGET, FOR SALARIES AND WAGES, FOR THE YEAR 1972, AND DECLARING AN EMERGENCY. Due to the nature of the two above emergency ordinances, they had to be held over until the next regular session. Engineer French said that his firm, had been approved by the council for the Woodmans Gulèbh Project, but due to heavy committed projects to the city, he suggested the council retain the fi~of Roats Engineering for the Wooçiman Gulehi' pipeline replacement project. He $aid a proposal had been received by the Mayor from Boats Engineering. Mayor Steve read the letter of proposal from Roat Engineering, which stated that they would agree t to prepare plans & specifications for the Woodmans Gulah'" Project, for one dollar a foot or a lump sum of 13,500., for this lump sum they would furnish and perform all tre1.iMpiØIa17 surveying, prepare plans & profiles, prepare, seperate specifications for material & construction, provide the city with fifteen sets of plans & specifications I for each proposal, and assist in the valuation of bids and generaly perform all surveying and engineering work necessary to the actual award of contract. Councilman Judy made a motion seconded by Councilman Scheyer that I the city retain Roats Engineering for the Woodmans Gulœbh Project. Upon the question, Attorney Abraham suggested I for the record that a resolution spelling out the purpose fow which money will be spent on the pipe line project, . after some further discussion, Attorney Abraham said he would have a resolution concerning the project in the. near future. Motion was carried. . Mayor Steve said tbat back to the proposed sub division, we.do not want to hang on this like the zoning code, there are still some things that should be straightened out and asked Councilman Sahli an~ ~he City Emgmneer to , make the changes and present it to the council at the next regular session. I ! ¡ I 8 I Engineer French said he would like to spend 116.00 from the Engineers budget to advertise in the Wall Street ¡ Journal for industry promotion campaign to entice industry to all the counties in the State of Washington. After I some discussion, it was moved by Councilman Scheyer seconded by Councilman Judy that the City Engineer be auth- orized to /'£pend the monies for advertisment as requ~sted. Motion carried.
