The City Council of' the City of' Port Townsend met in regular session this 3rd day of March 1970, at 7:30 p.m. in the council chambers of the City Hall. Mayor Pro-tem Lindsey presiding. ROLL CALL Off'icers and members present were as f'ollows: Mayor Protem Lindsey, City Attorney Abraham, City Clerk Youngblood, Councilmen Norwood, steve, Camfield, Judy, Hoglund, Scheyer. Mayor Smi th absent. MINUTES OF THE PREVIOUS SESSION It was moved by Councilman Hoglund seconded by Qounci1man Judy that the minutes of the previous session be dispinsed with. Motion carried. Port Townsend, Washington Feb. 20, 1970 to-wit: Gentlemen: This letter is being forwarded to advise you that salvage and waste disposal operations by open burning will no longer be permitted ',Ii thin our area of jurisdiction (Section 9.01) In instances where immediate corrective action cannot be taken or where undue hardship is in- volved, procedures f'or obtaining temporary relief are outlined in Section 3.23. Failure to comply with Regulation 1 may result in the assessment of penalties against the person responsible, as provided in Section 3.27. Control Officer Mayor Pro-tem Lindsey spoke briefly of' the diff'iculties which would face the garbage department, and directed the city garbage superintendent to refrain f'rom any unnecessary burning until more of'ficial action could be taken by the Mayor & City Council. Counciiliman Steve said that the Uayor was going to writed an seek a waiver to allow time for necessary adjustments at the city dump. From Washington Fire Commissioners Association 01ymp ia, Wn. Medical-Surgical-Hospital Coverage for uniformed personnel in compliance with Section15, Penßion & Relief Act (Chapter 209, Laws of' 1969, 1st Ex. Session) Effective March 1, all firefighters, policemen, deputy sheriffs, sheriffs, and town marshals employed on a full time basis must be provided essentially ~ull medical-surgical-hospital coverage by their respective employers. A Disability Board in each County and in each city over 20,000 population shall determine to what extent coverage shall be provided. The plan is provided by the Washington Physicians Service through its component county medical bureaus. . Our Association has agreed to make this plan available to all types of uniformed personnel subject to this law, provided their employer subscribes to Associate Membership in our Associa~. Our Associate Membership annual dues are $2 per man per year with a minimum of $6.00 and a maximum of' $20.00 per participating employer per year. Ed Garner Executive Secretary Councilman Hoglund questioned the citys authority to go ahead to solicit a medical coverage in view of provisions for establishment of a joint county-city administrative board. Mayor Pro-tem Lindsey called upon Mr ~Jack Heath of the Jefferson County Medical to speak on the proposed medical program. Mr Heath said the letter that was read was a contract wri tten through the Seattle cordinating office, they are making this available to the city mf the ci~ so desires. He said t:is was off the job coverage not on thè job coverage. Mr Heath covered what medical would be provided and that the cost would be 15.05 per man. After some discussion Mayor Pro-tern Lindsey referred the medical situation to the finance committee for further study. RESOLUTION 70-2 A RESOLUTION AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AND ENTER INT.O A CONTRACT RETAINING THE CONSULTING ENGINEERING FIRM OF KRAMER, CHIN AND MAYOR TO ENGAGE IN PLANNING, ffifGINEERING AND SUPERVISION IN CONSTRUCTION OF A PORTION OF THE COMPREHENSIVE ARTERIAL STREET PLAN. THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND, IN REGULAR SESSION ASSEMBlE D, DOES HEREBY RESOLVE: That the Mayor and City Clerk be and they are here and hereby' authorize« and directed to execute and enter into, in behalf of' the City of Port Townsend, a" contract retaining the services'of the firm of Kramer, Chin and Mayor, consulting engineers, to provide engineering services, planning and supervision' or construction for a portion of the City of' Port Townsend Comprehensive Arterial 'Street Plan, as more specifically set forth in the contract hereunto annexed and by this reference incorporated herein the same as though a part hereof. Motion carried. , Councilman Norwoood on the request for a street light to be inst'alled on the corner of' Reed and, Monroe, she said that the light co~'4ttee had investigated, that there w~s a need for a street light at that location. Councilman Norwood made a motion é.econded by Councilman Judy that a 7000 1um mercury street light be installed at the corner of Heed and Monroe. Motion carried. Councilman Norwood said she thought that all the councilmen had received the same phone call that she had received' f'rom Mrs Gooch and asked Stree't Supt. Hawley to explain on what was distressing Mrs Gooch. Supt. Hawley said that Mrs Gooch was concerned mainly about alleged harmful affects on pheasants and squirrels due to spr..aying along the roads, he said that a low-con'cen.tr~te ,dormant spray which was 97 percent diesel oil is presently' being used and 'that the department II is working mainly toward the elimination of poison hemlock. Supt. Hawley referred' to the death of a child in the Seattle area last year due to the poiB0n hemlock énd said that he would rather see one hundred squirrels dead ~han one child. Councilman ste've b:f'ought up the question of building permits, saying that all used to come before the council for approval. Ci ty A ttorney Abraham said that thE! procedure in having the engineer approve is established in the ci ty buildIng code. Councilman Steve brought up the fact that certain real estate devEl1ppers were pu:hi.ng through street without proper permiss ion. Engineer French agreed on what was happening and said he had submitted a lengthy memorandum to the mayor on-this subject and WctS working on updated ordinances covering such streets as well as utilitj lines. Bergstrom to-wi t: City Counc il I City Gentlemen: It is requested thát the Council take necessary steps to eliminate the problem of the pigeons I in the down town area. They have multiplied until there are hundreds and thy are dirtying up the buildings And creating a real nuisance. Inasmuch as we cannot shoot them in the city we believe that the City should be the one to g9t rid of this pest. Your attention in this matter is requested. Roy J. Bergstrom Mayor Sm,i th commented that there yiere a lot of cities with a lot of pidgeon problems. ; Councilman Scheyer suggested to turn over the problem to the attention of the tri-city county health of'ficer. r~yor Smith said that that would be a good route to take. Mayor Smith that the communication would be brought up under new business. CO~~ITTEE REPOR~S City Attorney Abraham said that he had met with the Humane Society at their re~uest to review ordinances relating to animals. They were concerned about two items of, fees, Òn was a pick up fee paid by the owner of a dog or ca,t of 2.00, they want to raise the fee to 4.00. In the ordinance there is no pick up :fee at all and had advised them to go ahead. and :raise tre fee to 4.00. The other f'ee which is in the ordinance of 1. 00 a day for board, they would like to raise that to a 1.50 a day. Attorney Abraham recommended that the council amend the ordinance to rai~e the fee of 1;-00 to 1.50 IE r d,ay for .board and to include in the ordinance 4.00 :for pick up fee. I t was moved by Counc ilman Norwood seconded by Councilman Steve that the Ci t:r Attorney be authorized to amend the ordinance as requested. Motion carried.
