Mayor Smith presiding. MINUTES OF THE PREVIOUS SESSION It was moved by Councilman Hoglund seconded by Councilman Scheyer that the minutes of the previous session and the minutes of the Statutory Budget Session be dispensed with. Motion carried. COMMUNICATIONS The following communications were presented and acted upon as follows: From Eccles Nursery & Landscaping, Port Townsend Wn. Dec. 1,1969 - to-wit: City Clerk City of Port Townsend Port Townsend, Washington Dear Sir: We have received an order, subject to City Council approval, to install two flowering trees in the,sidewalk area on the Water Street side of the Lewis Building now owned by Mrs. Mary Johnson. The proposed trees are to be planted in the rectangular areas which are not paved. The consideration of this matter by the City Council will be appreciated. Sincerely, Derris E. Mayor Smith commented on the following communicaion, saying a short while ago Mr. Joshua Green, on his birthday, the Mayor claimed him to be an Honory Citizen of Port Townsend and in response to this the following letter was received. Smith Mayor of the Ci~ of Port Townsend Port Townsend, Washington My dear Mr. Mayor: There is no city on earth from whom I would appreciate~the compliment of being an Honory Citizen than from dear ofl Port Townsend, which Was the hub of my steamboat operations for the forty years that I Was President and General Manager of the Puget Sound Navigation Company and its affiliated fleets. You have made me an Honorary Citizen of dar old Port Townsend by your Proclamation of the 15th of October, 1969, attaching the City's seal to an attractive document, attested by Mr. Gale I. I . Councilman Judy reported on the request for a street light at Copper & Corona. Councilman Judy made a motion seconded by Councilman Lindsey that an old type street li¡#lt be installed at Copper & Corona and a mercury light be installed at ,Silver & Corclne.. Motion carried. OLD BUSINESS Under old business the city clerk again brought upon the floor EmEirgency Ord. No. 1575 which was held over due to its contents. Ord. No. 1575 was duly incorporated in the minutes of the regular session of Nov. 18.1969. . Motion carried. I Ordinance No. 1580 was again read for the third time by title only and it was moved by Councilman Moody seconded by Councilman Lindsey that the ordinance do now pass. ORDINANCE NO. 1581 AN ORDINANCE APPROPRIATING THE SUM OF $2,298 TO THE GARBAGE COLLECTION SERVICE BUDGET FOR 1969, TO BE DISTRIBUTED IN THE SUMS OF $1,706 TO CAPITAL OUTLAY AND %592 TO SOCIAL SECURITY, AND FINDING AND DECLARING AN EMERGENCY. 8 The aùove ordinance, due to its nature, had to be held over until the next regular session. RESOLUTION NO. 69-4 A RESOLUTION PROVIDING FOR THE TRANSFER OF THE SUM OF $150 FROM THE BOOK BINDING APPROPRIATION TO THE BOOK BUYING APPROPRIATION IN THE 1969 BUDGET FOR THE PUBLIC LIBRARY OF THE CITY OF PORT TOWNSEND. It was moved by Councilman Hoglund seconded by Councilman Moody that Resolution No. 69-4 be adopted. Motion carried. Attorney Abraham informed the Mayor and council that he had received the title report on the Porter property, he said that there was a couple of things that had to cleared up and would take it up with the committee between now and the ne4t council meeting. I Councilman Moody asked if anything ahd been heard or if there had been any progress from the TV Cabel Co. Franchise with the city. Mayor Smith said that nothing had been heard. Councilman Steve said that there was complaints about the garbage situation and asked if all had received a letter from Mrs. Grady. he said that local residents apparently are not acquainted with the ordinance and he quoted from the ordinance which said, cans shall be kept where same shall be convenient to the collector. Councilman Steve also stated he was against in any incewease in garbage Ð~tes. , Garbage Supt. Perkins said that right now the garbage schedule is a little upset due to picking up the cans and then placing them where they would like to have the èans placed in the future, he said he hoped that the schedule would be back to normal next week. James Bonzo Deleo on the the citizens in attendance voiced his objections to the streetaide pickup, many cans would be blown about by winds, toppled over by dogs and etc, and suggested that the garbage budget be re-8xamined with the view toward finding other alternatives. Mr Wallen, another spectator, asked if the'city had ever considered contractual services. Mayor Smith, explained that the department, dependent soley on revenues received from servives, that the department had no reserve funds and the only alternative would be to raise rates, but before raising rates would be inclined to seek bids from contractors. Mr DeLeo also brought before the council the matter of private water and sewer lines. He explained that he installed a water line in preparation for home construction in the 12th street area and before he himself hooked onto the line, the city had sold taps to other users. He also questioned the discouraging prospect of having to pay cost of installing a sewer line onto which future users could connect upon with a mere payment of a city hookup charge. After considerable discussion it was the opinion or the council to meet as a whole with Mr. DeLeo after the regular session. , Mr Paul Craton expressed his appreciation to the city street and water Department on a project that could have been a disaster. 8 I AD JOUR N1VŒN T As there was no further business to come before the council at this time, it was moved by Councilman Judy seconded by Councilman Lindsey that the meeting do now adjourn.
