RESOLUTION NO. 12-033
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON DECLARING COBAN RESEARCH AND TECHNOLOGIES AS THE
SOLE SUPPLIER OF POLICE IN-CAR VIDEO SYSTEMS.
WHEREAS, State law and the City's own purchasing ordinance requires purchases of
materials and supplies over $15,000 a year to be competitively bid; and
WHEREAS, the City must purchase replacement units for the in-car video system as
police vehicles are replaced: and
WHEREAS, the number of units scheduled to be replaced each year will exceed the
$15,000.00 limit; and
WHEREAS, the City conducted an RFP in 2007 at which time Coban Research and
Technologies was selected; and
WHEREAS, RCW 35.23.352(9) authorizes sole source purchasing without calling for
bids in certain circumstances specified in RCW 39.04.280, including: purchases that are clearly
and legitimately limited to a single source of supply(sole source), and purchases involving
special facilities or market conditions. The Council determines that purchase of Coban is
justified for installation in new vehicles the City will be obtaining over the next several years as
either a legitimate sole source, or a purchase involving special facilities. The Coban system is
only available from Coban Research and Technologies, so bidding the product would be futile,
because it would produce only one bid. The City currently uses Coban in existing vehicles.
Having a single system (Coban)makes legitimate business sense because having standardization
of equipment, training, maintenance and service is efficient. Having a single system of in-car
video recording avoids cost and duplication of training officers on different systems, and avoids
cost and duplication of having Information Technology maintain two different systems; and
WHEREAS, the statute requires a resolution by Council declaring an exemption from
bidding under the sole source provision,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend as follows: to declare Coban Research and Technologies the sole source for the Police
Department's in-car video system and replacement parts.
