MINUTES OF THE REGULAR SESSION OF SEPTEMBER 16, 1969
The City Council of the City of Port Townsend, met in ~egular session this 15th day of Sept.
1969 at 7:30 p.m. in the council chambers of the City Hall. Mayor Smith presiding.
ROLL CALL
Officers and members present. were as follows: Mayor Smith, City Attorney Ab:r'ahmn, City Clerk
Youngblood, Councilmen Scheyer, Hoglund, Judy, Ruby, Siebenbaum, Lindsey, Moody.
MINUTES OF THE PREVIOUS SESSI)N
It was 'moved by Councilman Hoglund seconded by Coùncilman Lindsey that the minutes of the
previous session be dispensed with. Motion carried.
CO~MITT~E REPORTS
Mayor Smitþ reported that the city council meu as a whole to discuss the zoning ordinance that
had been submitted by the planning co~mission. He said the gen.eral feeling of. the council was I
that there would have to be further study of the ordinance, that new members of the council
should also be brought into discussion of the subject, and that more council work sessions woulâ
continue. Councilman Judy recomnended that copies of the proposed ordinance be made available
to all candidates for positions on the council.
lf~yor Smith said that at the smne committee meeting, the connulting firm met with the
co~~ittee and gave a report to date on the study concerning the city hall and city facilities,
and would take that up under new business.
OLD BUSINESS
Under old business, Mayor Smith said we still have outstanding the propose plat of the Hensel
addition and asked the chairman of the planning commission for a report.
Gus Lindquist, chairman of the planning commission, stated that the planning conwission had
m~t and approved the acceptance of the plat on the basis that Mr Hensel develope a plan for
providj_ng water services and also a plan for street development Ì'V.ich vvould be acceptable to
the city.
After some discussion it was moved by Councilman Lindsey seconded by Councilman Hoglund that
the Hensel plat is satisfactory to the city council in so far as lot size and arrangëment but
should complete the plat application by showing water supply and the manner of bringing streets up
to city ordinances. Motion carried.
NEW BUSINESS
Under new business the following ordinance was presented and acted upon as follows:
ORDINANCE NO. 1571
MJ ORDINANCE ESTABLISHING A CID\ffiLATIVE RESERVE FUND
FOR Trill PURPOSE OF PURCHASING, PLANNING A~u 1~INTAIN-
CAPITAL IMPROVEM,ENTS AND EQUIPMENT FOR THE CITY OF
PORT TOWNSEND, PROVIDING FOR A I.ŒTHOD OF DISBURSEMENT
THEREFROM AIID AUTHORIZING INVESTMENT OF BALANCES
IN SAID FUND.
It was moved by Councilman Hoglund seconded by Councilman Siebenbaum that the first reading
be considered the second reading m1d the t}-,ird reading be by title only. I'/lotion carried.
Ordinance No. 1571 was again read for the third time by title only and it was moved by Counciiman
Judy seconded by Councilman Ruby that Ord. No. 1571 do now pass. Motion carried.
Mayor Smith said that a new plat had been submitted the Pederson Addition to Port Townsend,
he said he felt the council should have a chance to look it over and so would refer it to the
council and tho planning commission for study.
May,chr Smith reported that the consulting firm had presented apreminlary pres,entation for neVI
city facilities, it was for renovation of the city hall, the development of the surrounding
area and construction of a public works building, ho aslœd that the council aqœove placing
a $335.000. GO Bond issue before the public on the general election ballot, he also stated tha
there was a close out date to put sOlnething on the ballotrbut the county auditor had informed
the city attorney they would hold the ballot open until åLfiiher the next regular council meeting.
He said, this Mayor also asks the citizens of the city to give the council in this project
the:ir full support. After some further discussion, Mayor Smith placed the matter for action
at the next c~uncil session.
Councilman Judy said that he had request for stI'eet lights to be installed Elt Haines &
Umatilla, San Juan and Umatilla and at Hill and 21st st. the latter to be ã vapor light the
other two regular. -After some discussion it was movèd by CcH.lncil?'1an Judy seconded by Councilman
Scheyer that the request be granted. MotiJn carried.
