The City Council of the City of Port Townsend, met in regular session this 19th dày of Þ.ugust,
1969, at 7:30 p.m. in the council chambers of the city hall. Mayor Smith presiding.

At a meeting of the Port Townsend Planning commission held Aug 11, 1969, it wa;3 unanimous
recommendation of the membsrs that the vacation of Fir Street between U and V. be granted.
The vacation of Fir street as requested would tend to keep it a "collector" st::>eet which is in
conformi ty \'Ii th the urban arterial system program approved by the Counctl prevIously. This
is particularly important because of the proposed development of W street between Ft Worden
Treatment Center front gate and the main access to Ft Worden State Park. The :31ope of the bloclli
between U and V on Fir also does not indicate that a street would be feasable in that location.

Mayor Smith conunented that he vms glad to see the Port Conunission on record wi th the plan for
the area and the city plans and the proposed zoning he could see no conf.lict, but seem to be
going hand in hand.

Mayor Smith said that the proposed zoning ordinance has boon forwarded to the council by the
planning commission ;-lith a number of recommended changes, and had told htm the~T would be ready
at any time to be of what ever help to the council they could be, and thanked the public and
city goverment for the support and interest in the planning.
Mayor Smith said he felt the council should have a chance to look it over and study it before
discussion and would referI' it to the council as a comrnittGe of the 1¡'jhole Qnd ~;cheduled a
com~ittee meeting for Sept. 9 and ~ould return the Dlatter to the agenda'du~ing a regular sessio~
of' the CO1..\nc il on Sept. 16th. He 0.130 said communic a tions recèi ved on the sub ,jec t would be reo]
when the proposed ordinance is brought on the floor for action. ' ,
Councilman Ruby reported that quite a few homes has not hooked up to the nOVl sewer mains and
sometning should be done about it. Mayor Smith said the matter is being worked on by the city ttorney
and Sewer Supt. and that 3ction v:!Ould be forthcoming.

Mayor Smith at this time brought before the council the vacation of Pir St. bctweenU & V sts.
tho.t was held over from the public hearing at the last regular session and askod f'9r discussion~
Councilman Hoglund expressed his concern over vaco.ting portions of streets having a possible
future value. Mr D.H. Solomonson, one of tho re titioners, spoke on remarks that were made at
the last regular session concerni,ng danr;erous aspects of the intersection at the location in
question, he also said that the steet would have little future value, being located between
two existing entrances to Fort Worden which are onl'Ÿ1 a few blocks apart. ~J' Pete Sofie, nearby
property owner, spoke against closing the street. T{lr \-"Jallen again urged the c~mncil to dany
the reguest for vacation. Mrs Wallin said that the citys comprehensive plan for the area lists
the street as one to be kept and not cacated. Councilman Ruby spoke in favor of a spßed-limit II
sign that would help solve the existing traf'fic hazard. Engineer Warren said the request seemeã
to be a:1.med only to discourage parking in the peti tioners driveway and that it would not be to II
the citys best interest to vacate the street. CouncilmanSiebenbaum said that under the plo.n pr~pared
by the city plannin8 commission that Fir St w~s desig~o.t~d as part,of the main city.street II
system and could not understand why the plannlng comm.:LSSlon voted In favor of vacatlng the street.
Councilmo.n Siebenbaum made a motion seconded' by Councilman Huby that the reque~Jt for the vacati~n
of the street be denied. Mot ion was carried. . . . - . . ~~
Mayor S~ith said that-another item of old business that wns held over was: tho reqdested proposed
plat of the Hensel Addn. A revised proposed plat of the addn w~s given to eo.~h co1illcilman by
Mr. Hensel, who said that the size of the lots in the Dev., proposed plat was made larger to
conform w~th city regulations, ~e sa~d he had co~~a~ted a member of the plo.nnin~ comnission and
was told lt was a good idea, ana o.s .Lar as the uullltes Vlere concerned he 'would parti.clpato

proposed plat. Councilman Ruby said that it probably should have originally been reco';'!l1ended
to the planning commission. IITayor Smith said he would see to that tomorrOYi and úould at this
time plÐce the proposed plat on the ar;enùa in time to comply with the provisions of the law.

It was moved by Coi;l1cilmCln Ruby seconded by Councilman lloody that the first reading of Ord.
No. 1569 be considered the second reading and the third readIng be by title only. Motion
carried.

Councilman Hoglund sDid that it appeared to h;_m, we h~we no reasonable way of denying the
request for the expansion, as far as the utilty problem is concerned that could come up at a
later date.

Hoglund made a motion seconded by Councilman Judy that the request for the

Mayor S"'1.ith said he would like to mal{e. all. announcement and tb,at the:ee rIDs g()~ng to be a
work shop sponsored by the Association of V'Jr;ishinßton Cities on the nevI' firemen B~ Policemen
pension sy~tem. He said it would effec~ our budgot, the meeting would be at 10:00 A.M. at
the Hait Ho~s~ near Seatack, and urged anycolJ.l1cilrnan could could attend to attend.
Mr Gordon Paritz, a member of' tho audience, said along the line oJ' utilities it would stand
clarifications f'or tho benefit of people ot Port Townsend and thoes representing Real property
owners in the sale of their property to have a very real clarification to the actual practice
to the extension of utility lines in the City of Port Townsend. He said, as it presently
exists, somebo&ìY comes to town and \'/ishes to look for a si te for a ::lome, it is extremely
difficult to tell that party where the city utilities are.
Mayor Smith said it is time now to take a good look at the situÐ.tion in the ordinance and
possibly out of that can get basis to go on and then have policies to go on.
I\1ayor Smity a~lnolmced that neogiations concerning the un 'on contract for next year for the
Police and Garbage departmnnts is Ôue and vms looking for an able l1-3gotiator.
Mr Morgan of the Audience, asked if the COlillCil had considered his reQuest for modification
of the Mobile Home ðrd. ìVlayor Smity said no and the slowness VJ8S due to planning Ð.nd so
many other things an hand.
Councilman Moody said he h9. d been thinl,ing about this, and has 3e:m sevc;ral Mobi Ie homes that
looked like a house but had not s oen one; in Port Townsend tha t looks Like a house.
IÆrs Frieda Imislund rose and publicly thanked tho council, Mayor, Mr Hawley and the crew
for the ir effors in completing thG j,ns talla tion of sewer mo.ins in the Has tings Ave. area.
Councilman Hogl::nd, said thore was something that was brought to his attention last week that
he would liko to bring up in regard to the planning commission o.nd the vacatJons and some othe~
business that had been conducted at the council meetings that sh oul<:3. bo referred to the
com_mission, one of the corænission membors indicated to hiri1 that of ,~l.ere late there has been
one, two or three sit1..1.D.tiol1 thD.t we hr;).ve discussed and the planning commission has not been
informed of and this vaca ti;m tho.t VIas discussed thcis evening was one of them.
Tho City Cl erk informed Councilman Hoglund that the planning commis~; ion had been informed
of Ðll vacatIons or anything else that the council had refepred to the planninv com..'t'!lission,
that he takes the letters & etc to the pilianning com..111Ìss ion chairman in person. .'
