Mayor 8mi th g'aid that some time ago he hud sent around an informal proposal made by an engineering firm on the general situation of the city hall. He said that there was a represena- tive who represents thöt firm here tonight and,asked ~~ Warren of Cramer, Chin & Mayo engineeriNg firm to comment on the city hall. ' -- ' - " ,- II ~~ Warren explained that a study of the city hall would determine whether it would be feasible to think or restoratJ.on of the city hall or whether it would be feasible to build a new one. He also said that it it was possible to restore the present building funds from other agencies might be available. He said that at the next regular session of the council he wculd have a firm proposal that would be presented to the council on how long it would take for the study and also the cost of the study. Mayor Smith said that he had contacted several engineering firms for services for the city some had made proposals. He said to have an engineer to attend meetings would be around 20.00, to have one work the lowest figure would be around 9.50 per hr. Mr Warren åf Crmner, Chin & Mayor and an engineer from R.J. Fox Engineering. firm from Tacoma both suggested that the city hire a full time engineer. 1I:f.ter some discussion Mayor Smith said that he would have at the next regular session K proposals or contracts from engineering services that he had contacted. Supt. Hawley said that it was not on Mr Halls property for he had put the pole in. No furth3r action was taken. ADJOURNMENT As there Councilman carried. was no furtb,er business to come before the council at this time it was moved by Judy seconded by Councilman Ellibdse~ that the meeting do now adjourn. It was moved by Councilman Ruby seconed by Councilman Moody that the building permits be granted. Motinn carried. 8 OLD BUSI NESS Under old business, Mr Ron Mayo of Krroner, Chin &-Mayo was present and gave a proposal for engineering services for a city hall investigation. He said they would evaluäte the basic structural condition of the building, evaluate the basic space requirement for each city department, provide cost data on new city hall construction, comment on remode~ing problems and general costs. Also on engineering services they wo uld answer technical questi ms from the city council at council meetings, provide the technical capacity to act us building inspector and pass on permit applications, provide guidance to the citlf staff on technical matters, give technical continuity to the citys development, provide othar day to day engineering services, all Dhis for a three month period for and not to exceed $1,200.00. After some discussion, Councilman Ruby made a motion seconded by Councilman Moody thut the city retain Kramer, Chin & M~yo engineering services for a three month period. Upon the question, Councilman Hoglund said that the enginoering services came to 480.00, and felt what was wanted most was just the investigation to determine the structural and physical condition of the city hall. Mr Ron Mayo said he would like to propose now that tl1ey would provide the engineering services and the basic structual investigation of the city hall building for a period of two months at a fee not to exceed a fee of 8.00.00. After some discussion Councilman Ruby withdrew his motion;' councilman Moody withdrew his second. Councilman Hoglund made a motion seconded by Councilman Lindsey that the Engineering firm of Kramer, Chin & Mayo be retained as city engineer for two months and while in that capacity they will do the preliminary structual eval~ation of the city hall building at a cost not to exceed 800.00. Motion carried. Councilman Judy said that there had been requests for four street lights, Cherry & 0 a mercury light, 325 Lincoln for an old type light, Roosevelt & Monroe a mercury light and one old type light on oak street. Councilman Judy œde a motion seconded by Councilman Ruby that the requests for the street lights be approved. Motion carried. I I 8 Councilman Ruby said that Mr Ike Swanson had called him about opening a street, the street is on the west side of discovery road on 6th street he said that t~ Carroll also owns property on both sided of the steet and would go along on the opening. Mayor Smith referred it to the street committee and also stated that there was an ordinance concerning opening of streets. Mayor Smith announced that there would be an open house en the afternoon of the 9th of March to look over the remodled city hall at Poulsbo. Mayor Smith asked the police committee to set down with the chief of pooice and go œ er the overtime pay and help establish a policy on which way to go. City Attorney Abraham said that when the police committee does that, they should hear what the Police Cbie had to say about a police training program that he had in mind. I ADJOURNMENT As there was no further business to come before the council at this time it was moved by Cojncilman Lindsey seconded by Councilman Judy that the meeting do now adjourn. Motion carried.
