Iv:ayor Smith presiding. ROLL CALL Officers and members present were as follows:- Nlayor Smith, Ci ty Attorney Abraham, City Cle.r1 Youngblood, Councilmen, Hoglund, Judy, Ruby, Siebenbaum, Lindsey, Moody. Councilman Scheyer absent. I MINUTES OF THE PREVIOUS SESSION The minutes of the previous session were read in full and it was moved by' Councilman Hoglund seconded by Councilman Moody that the minutes be approved as read and the Mayor and City Clerk sign same. Motion carried. Councilman Ruby made a motion seconded by Councilman Judy that the non-commerc:Lal permits be granted. Motion carried. The commercial permit for the Port Angeles Savings and loan was brought up for re-model, it was moved by Cou..Ylcilman Hoglund seconded by Councilman Moody tha t th: permit be ßrant~d. Moti: carrie d. I The Comnlercial permit for a building for boats was presented again and after some discussion on whether or not it was beIng built according to the fire zone opd:Lnance. City Attorney abraham said that he had seen the plans and it woihld be built to the fire code specifications. It ViaS moed by C':mncilman Ruby seconded by Councilman Moody that thø permit be granted. Motion ca::~::.Sl11ith called for discussion on the permit for the shopping center and asked Mr Lingquil chairman of the planning comrnission if he had any cornments. ï~hr Lindquist said that the compreJ hensive plan was in its final stage and wJuld be brought before the public by Dec. 16th. He said that according- to the findings of the professional planning consultants who were retained by tl.1e city, existing facilities in the downtown and plaza apea -..¡;as ade:-uate to serve the cornmuni ty until 1985. He said if a shopring center is buil t elsewhere, someone iike the uptown, d~wntovm and present ,plaza woul~. suffer. Mr Lind"u~,;t urged th~ council to study the. coffi'Qrehen¡ Slve plan before actlng on anythlng of such a magnltude. Councllman Moody made a motlon seconded by councilman Ruby that the building permit for the shopping center be tabled until the counci:ll had a chance to look over the comprehensive plan that vlill be submitted by the planning commisé ion. Oct. 30, 1968 to:wít: City Council City of Port Townsend Port Tovmsend, Washington 98368 Re: Port Townsend Plaza Gentlemen: I I am attorney for Sparkman & McLean Company which holds the first mortgage on the Port Townsenc Plaza and which is in the process of foreclosure. I Tide and wave action is causing substantial damage to the property and, In order to protect the securi ty, it will be cecessar'y :for Sparkman U McLean Company to make immediate extensive repairl.s. I Hill, Ingman, Chase and Co. have been retained as consulting engineers and they point out ~hat part of the rip rap adjacent to the Standard Oil Company dock, illm;trated on the photo-cppy< of the engineer's ~rawing enclosed, encroaches on city property. May I respectfully request that the city issue a permit to Sparkman & McLean Company to comple I'e and maintain"the improvement on the area. Yours very truly, E R Cluck 8 Mayor Smith said that he had received a letter from the Dept. of Army, saying application had been received from Saparkman & McLean to ins truc t a bulkhead and interes ted parties are II requested to submit in writing any cO!í1'!lents or objections on the project. An Engineer from the firms SElid it 1¡vas necessary to make immediate repairs wi th riprap and that it v:01:l1d enroacll on city property. Attorney Abraham said that Standard Oil has a lease over that portion of th~ street occupied by the dock and could not see how the city could grant permission to invade that property and thought they sh(mld negotia te wi th standard oil and as for the portion not envolved by the lease the council can grant per!nission or under our ordinances the supt. of streets is authorized to look into in and grant permission to go ahead if he sees fit to do so. He also mentioned that it would require a building permit. Councilman Moody made a motion seconded by Councilman Lindsey that the city grant permission for the repairs to be nB de as renuested with the stipulation that there be no infringement wi tll Standard Oil rights. No. 1553 do now pass. Motion carried. I Councilman Judy, Chairman of the light connnittee said that the requests for street lights had been checked, the one at the skating rinl<: to be replaced by a 20~, 000 lum vapor 1 ight, - a light to be installed on water street in the vicinity of 1'.10bile station VJ~:ich is to be a 20,000 lum vapor light. A 7,000 lum vapor light to be installed at Ii' and T-fler St. Councilman Judy made a motion second by Councilman Moody that the thl'ee lißhts be installed. Illotion carried. Councilman Lindsey said that he had a request for a street light at 19th n Sheridan. Mayor Smith refered the request to the light connnittee. Councilman Lindsey said he thought that the council should get togøther and talk about the Theatre license. Councilman Hoglund said that would be done along with other licenses that would have to be looked over before the first of the.-year.
