Mayor Smith presiding. ROLL CALL Officers and members present were as follows: Mayor Smith, Ci ty Attorney Abraham, City Clerk, Youngblood, Counc ilmen Schey'er, Hoglund, Judy', Ruby, Sie benbalJJn, Lindsey, Moody. II BUDGET SESSION Mayor Smith announced that the purpose of the meeting vvas fo:.~ the consideration of the budget of the City of Port Townsend, as required by statute and that no other business would be considered at this meeting. BUDGET CONSIDERATION I The council 'considered each item'of the budget, making chang(~s as necessary, changes to be confirmed after full consideratinn. CURRENT EXPENSE FUND 8 No changes under Mayor-City Council, City Attorney, City Clerk, City Treasurer. Under Police Department Salaries & Wages, lJ.nder item d" Patrolmen, be raised from 25,290.00 to 25,680.00. under Material & Supplies, item a, Gasoline be lowered from 2,500.00 to 2,110.00. Mayor Smith :;raid that the Police were now represented by a union in accord with state 1m/. The businesss agent from the Police union said that it sho'ws one patrolmen with no increase in salary, Mayor Smith said there would be no salary'increase at the present time due to length of service. Under Fire Department, Salaries & Wages, Item B, Assistant Fire Chief wages be raised from 7,080.00 to 7;380.00. Under item d, salaries & wages Firement' second class be raised from 12,00.00 to 12,600.00. Under'Capital Outlay, Machinery & E"uipment, item a, Fire Hose" be lowered from 850.00 to 330.00.'under item b, two Plectron, for 380.00 be deleted. . No changes 'under City Engineer, City Hall Building, Planning Commiss ion, Miscellaneous Fund. CIrrY STREET FUND Under Physical Maintenance, item a, Hoadways under salaries 'Nas raised from 23;490.00 to 23,790.00. Under Overhead, Item e, Automotive Parts, lowered from 500.00 to 200.00. Ed Hawley Street Supt. asked the council for a five dollar raise for the foremgn and a 15.00 per month raise for three employees. After some consideration, under Physical maintenance, item a, Roadways was raised from 23,790 to 24,390.00, Under Department Equipment 8:; Supplies, item a, Building, was lowered from 1,000.00 to 300.00. . , I PUBLIC LIBRARY FUND No changes under the Public Libray Fund Budget. Neil Potthoff, 'member of the Library Board said that the original arnoun t :_n the' Temporary & Hourly was 5,160.00 which was equivaléntt in having a full tLme assistant at 2.00 peI' br for the year in a 40 hO1;r basis. He said. he f'el t probably nothing could be done on next years budget but would lilœ to have the council consider it for the 19~0 budget. PlmK FUND No changes under the Park Fund Budget. OLYM[-'1C GRAVITY WATER FUND 8 Under Salaries &. Wages, Item b, Foreman, -raised from 7,080.00 to 7,380.00. Under Item c, Salaries & Wages, 6,600.00 raised to 7,080.00. Under Item d, Salaries'& Wages ffi9000.00 lowered to 5,844.00. Under Contractual ServicGs, Item g, lowered from 2,500.00 to 2,000.00. Item .I under Contractual Services, lowered from 750.00 to 601.00. SEWER DEPARTI':ImTT No changes under the Sewer Department Budget. GARBAGE COLLECTION SERVICE I No changes under the Garbage Collec tion Service Budget. Mayor Smith said he v/ould 1 ike to make a few remarks on the Garbage Department Budget, he said the Department has been-operating on reserve the last few years and has reached a point where the department has to be changed some. He said it boils down either in cutting the salaries in the department or raising the rates. de felt a compressor truck would help the situation and also to reduce porsonel in the department by one man. Councilman Ruby said he felt that a compressor truck would not make that much difference and fel t there should not be a lay off in the department. After considerable discussion there was still no changes in the Garbage Collection Service budget. PORT TOWNSEND GENERAL OBLIGATION BONDS 1955 8 No changes in the Port Townsend General Obligation Bonds 1955 Budget. After due consid~ration of the 1969 Budget. Councilan Hoglund made a motion seconded by Councilman Scheyer that the changes in the Curr'ent Expense Fund Budget be confirmed and that the Current Expense Fund Budget for the Year 1969 be adopted. Motion carried. I CŒg,~mHCATIONS T'ae follordng c ommunica t . on was pres ented and ac ted U' ,on as follows: City Council Port Townsend, Rashington Gentlemen: As it is within the power of the members of' the City Council to reconsider allocation of funds wi thing the total budget before the final ordinance is passed, the Library Board of' Trustees urges that you do so. The 28 hours that the library is open to the pjblic does not constitute the amount of hours required to prepare the library to serve the public, and with our present circulati:)n and service it is not possible to manage the library without two persons on dutv. Other city offices word a 5 day - 35 hour week and are stafred by t~o full time employees. But 8 , I
