I In recent weeks the discussion of Licenses and the Amusement 'tax of this city have came up for reappraisal. As we are also covered by these ordinances I would also desire to qe cåmsidered whén the decisions are reached. . I would appreciate your consideration of the Skating Rink problems in this matter, .first is th amount of taxes from different bodies which fall upon a amusement of this type. Skates being a permanent commodity are taxed as personal property, all e uipment, building lê-nd land are j;axed at the regular rate ,for su¡~port of c~ty and county government. ' We are asked to pay the State sales tax of 4.5 and a small B&O tas to the state which VIi th the addition of the city amusement tax of 3% is very near to 8% on all admissions and sales of the business. A yearly license fee of 50.00 is charged by the ci ty, this merely covers skating if we desire to use our building for a teen dance each and every time it ro--'uires a special license of 5.00 of wYich we have purchase several. Also'this type of activity is subject to a 10% federal tax While the anlOunt of tax does not lool{ stupendous in the present area of high costs vvhen considered over the years it is in the íJour figures and spelL3 the difference of a successful business. . My one large complaint would be the matter of selection o.f tax potentials the city h(js shown I feel we are being put in an un.fair si tuat:i.::m as I have been informed t::1at many teen and even large profi t adul t dances are being held wi thout the license or tax belng re.~uired. If I amd ,incor':L~ect or they are not cecessary for the events involved I remain cOl'rected. Our cus tomeI'S are about 90% in the age group you seem to unders tand needs more ac ti vi ty availa' Ie to them yet this year 1967 we {{ere forced to make a small iœ rease in prices due to increased costs and unless some changes vavorable to us feel that next year will re-uire more. We feel that instead of purchasing added facilit:ies as suggested the city could lessen the load on available ones and use them to fuller capacity. ~e .feel we have the finest teen age facility available on the penninaula yet it is not used to its fullest. At present we limit our scheduled activities to the weekend only as like any business the bash costs are present each time the doors are opened. If a better situation were the case many oUlers beside the rink could be served èiS the many worthy charities that could hold benifits with cos sharing agreements. r~lJre and better schedules could be carried out including school vacations could be served and private groups allowed to stage gathering to their own needs. Many reques ts are by teen groups and in this case it would cos t them 20.00 to 40.00 more than any of the halls also available due to spacial license and po=.ice requirements. Several question I 'i'l'Ould desire answered .if possible that could help to inform me and in some points possibley show '..-.;her'e I am misiformed. First how many business are licensed. How many are required to pay the 3% tax Several years ago trlls tax was argued by others and hold valid. Was any collection ever made 0,; that situation. My request would be for repeal of the tax and a resonable license fee ~lich instead of just limiting us to one activity would allow the full use of our facility. In closing t:Üs is not to offend anyone, I hope it is taken a~, it is meant a report of the situation as it affects the writer. Many parts are more of a request for facts than astatment of them. Councilman Ruby made a !Tlotion seconded by Cov_ncilman Lindsey that the 3% tax be taken off the Tneatre arid the Skating Rink. Upon the question, Councilman Scheyer spoke against the tax beL'1¿s taken off, saying it rvould jepardize any future businoss to have a three percent tax put on th3m. Gentlemen: 8 Requost is hereby made for a street light to be installed at the corner of 10th and Sheridan Sewers and water is being installed at the Vicorian Village and soon it ~ill be ready for occupancy, and a well lighted intersection at this point is highly desirable from a safety standpoint. AccordIng to the association, about 15 years ago about fifty }Jercent of the ci tys in the s tate took action to repeal tho tax and since. that time there has been v ry little or no action done to repeal ~e tax. He also stated that Port Angeles operats the same as FOl"'t Townsend vdth the three percent tax. Councilman Eoglund said for the seccmd ti'J:e around the finance co r:1Ì ttee s till feels the same y¡i th respec t to retaining the tax. Councilman Ruby stated that he fel t thc,t the tax Yjas unfair and was in favor of repeal of the t~ree r:e rcent admiss::Lon tax. Counêil;;-¡an Hog1iynd said that the point he would like to make again is tho fact that 'He are dealing- VIi th a 3% tax thèit is paid by the user not the mvner.
