One is the city hall, the physical condition of' the building, the crowded offices and etc. 'Jhe rec. center vvas a possibility, rental was a possibility and suggested the council study~-all areas. The other item was the estabJishment of' a graduated pay scB.le, based on merit and length of' service for city employees. Counc i1man Lindsey sugges t::d a counc i1 be formed to check wi th school and see if the rec centêr could be hadc:Ln one way or another. Councilman Scheyer, Juë.y and Siebenbaum spoke briefly on the rec. Center. 11,'11" Fred Les ter col".unented that the school was a little unhappy with the set up at the rec center at this time. ìrlayor Smith concluded the discussion by stating that some remarks attributing to the school sy~tems willingness to part with the Rec. Center would be immediately investigated. Councilman Lindsey said he would like to see some sort of a fencE:d area on city property in which city equipment could be parked at night. Counci::hman Ru y also cornmented that city equipment sho'h,ld not be parked allover town. I According to our interpretatjon of the Ordinance' thére are two po~;sibili tes in handling this money: (1) it may be left in the Construction Fund on the written direction of the City where it may be used by the city for the purpose of making replace'menta to the lease system other than thoes described in Ordinance No. 1318; or (2) it shall be transf'erred to the Bond Redemption Fund. 8 There Ð.l'8 no provisJ.ons for investing Y:1oney within the Bond Redemption Fund. It would have to be held in cash until such time there was enough money to redeenl all of the bonds out- standing. Therefore, it is our rec ormnenda tion tlLe money be 1ef t in the Cons true tion Fund and inve s ted in U.S. Government securities. At present. you may expect to receive a 5 3/4 ~~ yield which is greater than the interest you are pay"ng on the bonds now outstanding; na.'1lely, between 2.75% and 3.15%.
